Richard Leroy Brogan

Tulare - Richard Leroy Brogan passed away peacefully on October 17th at the age of 81, following complications from pancreatic cancer.

Richard was born in Tulare, CA to Vince and Lavon Brogan on May 28th, 1944. He graduated from Tulare Union High School and attended the College of the Sequoias before transferring to Fresno State College where he earned a Bachelor of Science degree in Civil Engineering. He started his career with stints in the public works departments of Fresno and San Luis Obispo counties before taking a position at Tulare County, where he worked for 25 years. Ultimately he ended his 36-year career where it began, in Fresno, as the Director of Public Works and Planning.

Richard was a committed elder and active member of the Tulare Church of Christ. He served as president of the Tulare Lions Club during two terms, from 1982-83 and again from 2008-10, and was a lifetime member of the County Engineers Association of California.

Those who knew Richard will remember him as a deeply devoted and compassionate father, husband, brother, grandfather, leader, advisor, and friend. Gifted with a sharp analytical mind that shaped his professional journey, Richard also cultivated a profound sense of empathy, care, and wisdom-qualities that guided him through life and helped define his spirituality. He believed in leading through example, inspiring others not only with his words but through the integrity of his actions. Because of this, Richard touched many lives, leaving a lasting impact on our hearts, minds, and the community he loved.

Richard is survived by his wife of 58 years, Nancy, his brothers Michael and Dale, daughter Julia Becker, son-in-law Edwin Becker, son David, and granddaughter Sadie-Rose.
