Richard Gary Lillie was born on January 5th, 1947, to Ralph and Elizabeth Lillie in Binghamton, New York. He grew up in Deposit, New York and graduated High School from Deposit Central. Richard served honorably in the United States Navy, Marine Corps and Army from 1966 until 1992, serving in both Vietnam and Iraq. Following his military service, he worked as a consumer safety inspector for the United States Department of Agriculture's Food Safety and Inspection Service in 1995 until becoming a state shellfish standardization officer for the Washington Department of Health in 2003.

To prepare for his career, Mr. Lillie earned a Bachelor of Arts in East Asian studies from Union College in 1972. Following this achievement, he attained a Master of Science in international relations and affairs from Boston University in 1977. He alslo gained a Master of Public Health in public health management and epidemiology from the University of Washington School of Public Health and Community Medicine in 2002.

After enjoying several years of retirement, his health issues began to catch up with him and he tried to have them addressed. Unfortunately, the insults to his physiology were more than his body were able to handle and he succumbed to the eventuality we all face. He passed in Seattle on August 26th, 2024 at 5:44 PM.

Richard G. Lillie was preceeded in death by his wife of 48 years, but is survived by his two younger sisters, Diane Carney of Saratoga Springs, NY, and Lisa Davies of Endwell, NY. Richard is also survived by his son, Rich and Rich's wife Kirstin. He also leaves behind three grandchildren, Abigail, Samuel, and Johnathan. All of which will miss him dearly. He will be cremated, and a ceremony will be held in accordance with his wishes for full military honors.
