Judge Mann was a fair but firm trial judge. I always appreciated his legal skills and well reasoned judicial rulings. I tried a number of capital cases before Judge Mann in the 1980's and every trial was a "fair" trial for all parties. RIP.

So sorry to hear of your dad's passing- he was a great guy and I always enjoyed talking with him when I was a kid. I ran into him about twenty years after we left Winchester and he remembered me as well as the name of my mom and dad. He was an amazing person!

So sorry to hear of your loss. Everyone loved Judge Mann. I remember my parents telling us that Judge Mann knew every kid in Winchester, who their parents were, and what year they were born. I thought that was amazing. My sister in law, Kathy Smith, was his court reporter for several years. She truly adored him and couldn't say enough good things about him. I felt honored to attend 12 years of school with two Judges sons, Judge Mann and Judge Koch. My Dad, Jack Smith, always enjoyed visiting with Dick at Florence ( Sun. morning Church.)

Always enjoyed talking with Judge "Dick" Mann, and getting updated on past history. He served Scott County well and will be missed.

My name is Frank Chambers, originally from the Bluffs area. In Sept. 1941 I entered the Univ. of Ill. and rented a space in Ruste Arms at 404 E.John from Lecie Mann. She and my mother were childhood friends. I needed to earn my meals and Lecie needed kitchen help. She was the cook and I was the "bottle washer". Shortly after noon on Sunday, Dec 7, 1941 Dick Mann came bounding down the back stairs into the kitchen and shouted, "the Japanese have bombed Pearl Harbor". Lecie and I looked at each other for a second and Dick said, "You know...in Hawaii". Millions of lives were affected at that moment,including Dick's...and mine. I completed three semesters and entered the Army in Jan. 1943. My three years of military included the Battle of the Bulge---another surprise attack. Dick Mann was very close to my parents, Bill and Mae Chambers and handled their estate closing. I send my most sincere condolences to Jean and Priscilla and especially to the grandchildren. You all can be very proud to have had Dick Mann in your lives. Most respectfully, Frank Chambers.

I am sad about the loss of your father. He truly was a fair man and a pillar of our community. He allowed me a job opportunity right out of high school and did not care that I had no secretarial experience. He would teach me what I needed to know in his office. I will forever miss his "Hi Tinker". RIP Judge Mann.

I am so sorry to hear of "Pop"'s passing. Deepest sympathy to all the great Mann kids that grew up on Pearl Street. As a young kid, I assumed we must be somehow related as Dick & Dosia treated all the neighborhood kids with such care and kindness. Pulling taffy and stringing popcorn at Christmas time and playing ball and camping in the yard in summer. Dosia taught me to horse ride and took me to my first real horse show. Your parents were wonderful.
