Ronald E. (Gene) Gardner, who served with distinction as Executive Director of the Hillsborough Civil Service Board for 26 years, died Thursday, Dec. 5. He was 79. Mr. Gardner devoted his entire professional career to public service, including 28 years in military, retiring as a Colonel in the U.S. Air Force in 1985.

A decorated Vietnam War veteran, Mr. Gardner's military service also included 13 other active duty assignments in the U.S. and Asia, the last at Tampa's MacDill Air Force Base.

Within a week of retirement from the Air Force in 1985, Mr. Gardner was chosen as Director of Hillsborough County's Civil Service, responsible for administering a 10,000-plus employee consolidated personnel system for more than 20 county agencies. He quickly developed a reputation for integrity and professionalism. A stickler for following rules and regulations, he nonetheless had a keen ability to find solutions to complex issues and to ensure that all personnel decisions were fair and factual.

Mr. Gardner modernized the Civil Service office, overseeing the conversion of all employee applications, personnel files and job tracking from paper to digital formats, producing significant savings in time and tax dollars. He implemented professional standards for the evaluation and classification of jobs and the development of tests to ensure the selection of high-quality employees in county government.

In 1994, Mr. Gardner headed up the Florida Public Personnel Association, revitalizing that group by creating rigorous professional standards and setting up in-service training programs.
He was recognized by the Hillsborough County Affirmative Action Council and received its "Spirit Award." He also was a volunteer with United Way of Tampa, serving on its Board of Directors and heading up the Funds Distribution/Strategic Planning Activity.

Mr. Gardner was born in Esserville, Virginia, in 1934, the son of Horace and Alta Gardner. Ten years later, the family moved to Oak Ridge, Tennessee. At Oak Ridge High School, he excelled in track, setting a state record in the 440-yard dash and leading the team to a state championship in 1952. Upon graduation, he accepted a sports scholarship at the University of Tennessee, where he captained both the cross county and track teams. He was inducted into Oak Ridge Tennessee Sports Hall of Fame, and his name appears on the University of Tennessee's "Wall of Fame."

After earning a Bachelor of Science degree in business administration, he enlisted in the U.S. Air Force, received a commission as a Second Lieutenant, and completed navigator and navigator-bombardier training. In the following years, he flew B-47s and B-52s, with frequent trips to Morocco, Spain and Great Britain on nuclear alert. In 1962, he was promoted to Captain during the Cuban Missile Crisis. Other assignments included Operations Staff Officer at March AFB, California, Base Commander at Divarbakir, Turkey, and Deputy Commander at Carswell AFB in Texas, where he was promoted to Colonel.

At MacDill, Mr. Gardner helped form the newly created Rapid Deployment Joint Task Force, which evolved into the U.S. Central Command, serving as Director of Personnel.
During his military service, Mr. Garner earned many awards and commendations, including the Legion of Merit, Bronze Star, Meritorious Service Medal, Joint Service Commendation Medal, Air Force Commendation Medal, National Defense Service Medal and several medals and awards for his service in Vietnam.

Mr. Gardner is survived by his wife, Joan, whom he met when stationed at Little Rock AFB in Arkansas; a sister, Carolyn Millsaps and her husband Kenneth; niece Christina and husband Michael; and great-niece and nephews Clare Aislyn, Max Alexander, and Mitch Aidan, all of Jupiter, Florida.

A Memorial Service to celebrate the life of Mr. Gardner will be held at Stower's Funeral Home, 401 W. Brandon Blvd., on Friday, Dec. 13 at 10 a.m.

In lieu of flowers, contributions may be made in memory of Gene Gardner to the H. Lee Moffitt Cancer & Research Institute, 12902 Magnolia Drive, Tampa, FL 33612.

I smile (read prior post). I light this in his memory and that there may more "Gene Gardners" out in this world. And I light it for Joan as I know they had a wonderful relationship! Remember the happy times, Joan. I am sure you have a lot of funny stories to tell, because although when he spoke you listened (as an employee), but you also knew he was fair and there were going to be something funny go on soon. He made me laugh a lot and I will always laugh as soon as I hear his name. I was an employee of Mr. Gardner at Civil Service. It was the best 10 months of my career within the county for short of 15 years. I met Joan prior, when they wanted us to move into their community, but gave us moving boxes to help us move to where we did buy. Later I met Joan when I went to work for the same elected official - Richard Ake, Clerk of Courts - Hill. Cty. Gene and Joan both very compassionate people. Although Mr. Gardner ran a hard working Civil Service office(s), there were fun times: 1990-He was part of those who gave me my fist evaluation form that - after 6 mths and me saying, "Six months probation is too long to keep my mouth shut" - became a joke amongst Civil Service employees. They did various things throughout my probation that were so funny. Then came the time I had finally gotten my six months in. It was time for a raise and no more PROBATION!! I wasn't familiar with the "blue" form that was handed out. Mine said "Probation Extended." - I was like WHAT???? I had printed out enough of those reports to know what that meant!! I was raging & scared on the inside, but I kindly went to my direct manager and asked Audrey, "Would you explain this to me, please." She just looked down at the paperwork on her desk. I asked again...no response. I asked a 3rd time. She said, "You need to go discuss that with Mr. Garderner. " Just as she said that, I looked down again at the form and suddenly I saw my probation had been extended until July 2040. I would be 85!!!! I started laughing and when I did they all came out and laughed with me. I got another form where I had passed probation, got a raise, and saw those words I had never heard before, but heard a lot with Mr. Garderner..."I concur.........." I was never in the Military, but at Civil Service I did receive one military star that went on my name plate and stayed there. I will miss him greatly, but I will always smile when I think of him as I never have forgotten how scared I was; and how funny it all was even to me at the time - 23 years ago. May God Bless his soul and comfort Joan at this time - My Love and prayers for Joan.

Gene was a close friend during several assignments in the Air Force when we served together. He was an exceptional officer and was recognized for his outstanding contributions in every job and individual assignment in the Air Force. As a navigator and later operations officer he was advanced and selected to Colonel based on his exceptional accomplishments. Promotions to Colonel to flying officers who were not pilots were rare and clearly reflect his superior achievements and leadership.

I've known Gene for many years through the Florida Public Human Resources Association (Aka FPPA). I'll always remember seeing Gene put his hand to his forehead and shaking his head in disbelief at some of the things some attorneys spoke about. Gene and Joan were always a presence at the social activities. We will certainly miss seeing his smiling face in the hospitality suite.

I loved working with Gene while he was with Civil Service. He was always so helpful to us getting our job done - and decisive - which is what we watnted. He went beyond that though. I'll never forget his invitation to have lunch at the Base. He introduced me to a Star Burger. He never forgave me though for ordering the Tuna Sandwhich instead! I could always count on him bringing that up in all of our meetings since then! He was a great guy and will be missed.

Joan please accept my condolences as you deal with the loss of Mr. Gardner. During the 10 years we worked together I recall with fondness his commitment to the many employees of the County. This is where his military experience showed the most to him it was not a job but a responsibility that he felt duty bound to do his upmost to insure all were treated fairly and impartially each time they contacted his office. Gene and I were friends at the Oak Ridge high school in the late forties and early 50's where we graduated as classmates in 1952. We talked at the class reunions we attended...the last time in 2012 for our 60th. I lost touch with Gene after he left east Tennessee but there's some things which never changed. He was a good man and had hundreds of friends.

I feel honored to have known & worked with Mr. Gardner during my service as an Employee Advisory Representative for the Civil Service Agency. He always had the Hillsborough County employees best interests at heart. He was instrumental in obtaining the Longevity Incentive for County employees. He always had a listening ear & was attentive to the EAC's concerns. The citizens of Hillsborough County had a respected & trusted Civil Servant in their midst. Men like him are few & far between.
