Shirley J. Staggs, age 83, of Salem, Oregon, passed away on December 27, 2023. She was born on June 29, 1940, in McMinnville, Oregon, to the late Reinhold Werth and Edna Harrington

Shirley was a loving mother and grandmother. She was known for her caring nature and always went out of her way to help those around her. Shirley cherished her role as a grandmother and was adored by her family.

Shirley is survived by her son, Mike Harley, daughter in-law Kay and granddaughters Danielle and Corinna. She was preceded in death by her beloved husband, Richard H. Staggs, and her sister, Sharon Drung.

Shirley attended North Salem High School and later went on to become a successful business owner. She and her husband worked together to build their businesses and create a prosperous life in Newport, Oregon.

Shirley was a member of the Nazarene Church in Newport, Oregon, where she found solace and strength in her faith. Her religious beliefs were an important part of her life.

A graveside service to honor and remember Shirley will be held on January 4, 2024. The service will be conducted at the Restlawn Funeral Home in Salem, Oregon.

We extend our deepest condolences to the family and friends of Shirley J. Staggs during this difficult time. May her memory be a source of comfort and may she rest in peace.

I will always remember Shirley´s laughter, she was a very kind sweet lady. My mom reminded me of a time at the Galley Ho my grandma fell out out her chair after having a few too many drinks. The next time my grandparents came in Shirley had made a seat belt for grandmas chair. She had a great sense of humor.

I am so thankful to have had Shirley in my life since I was 17. She loved me from beginning to end and always called me her daughter. She was my second Mom and my first call made on many life circumstances. She was always there for me and I loved her very much.

A few things that make me think of Shirley, aka my Candy Grandma. . .
- the oregon coast
- Liz Claiborne
- Corvette´s
- the three little pigs story
- platform flip flops
- Stouffers mac n´ cheese

My grandma never hesitated to take an opportunity to express her love to my sister and I, whether verbally or through her actions.
As a small child, I looked up to her with awe. She was loud in the warmest way possible, it only makes sense that her middle name was Joy - for her joy was contagious as she boldly and beautifully expressed herself.
She was "Candy Grandma" for many reasons, most of which I didn´t recognize until we grew older -
not only did she had a drawer full of candy on stand-by for us at all times, and not only did she shower us with anything a kid could want (some might say spoil lol). . . she naturally had such a sweet and nurturing nature. She showered us in literally all 5 of the love languages, and she truly made childhood feel a little extra magical in ways that I can´t even begin to explain. She went above and beyond to make my sister and I happy. The memories that I have with her, from my first memories with her to my last days with her on hospice, will be held closely with in my heart for the rest of my days and beyond.

I remember her telling me and Dani when we were little that when we go to heaven we will not recognize each other by our physical appearances - but our souls will recognize each other. It´s hard to grasp that we´ve actually reached the time where she is on the other side waiting for us, a day that I always dreaded and somewhat denied as being a real possibility -
but here we are, and there she went...
until we meet again candy grandma <3
