To the Neves family. I heard of his passing today from a dear Snyder friend. Toby's memory will always have a warm spot in my heart. From our early days in Snyder from school, sports and later reconnecting at Texas A&M I always cherished his friendship. May God always guide the Neves family through his love that he had for everyone.

I'll miss Toby a lot. He was always so affable, with a warm, genial laugh.

He was an engineer's engineer - he always worked by the book and would produce a very solid solution to any engineering problem. When it came to tough projects, Toby made his fellow Aggies proud: he could always be counted on to get the job done, even in the toughest circumstances. He was dogged and thrived on the challenge.

The other challenge that Toby lived for was a golf bet for a dollar or two. The most fun I've had on the golf course was with Toby - he was always game for another nine holes, from dawn to dusk, and regardless of the outcome (he won more than his share) he was always smiling and generous with his playing partners. Toby, I'll catch you on the back nine!
