Dearest Emma,
One month ago today, you lost your wonderful Southern Gentleman. In fact, all of us who were fortunate enough to be counted among his endless host of friends are grieving his loss also. You have been in our prayers; but now, Dear Emma, are prayers are lifted especially in your behalf, as you yourself are dealing with serious illness. Daily prayers, "Miss Emmy." God Bless, Ruby

I am Jimmy Evans mother and know that he thought so highly of Bill and your son Billy. I also had the pleasure of working with Bill at the City of Virginia Beach. What a wonderful man. Always a pleasant smile, always something nice to say. But, firm when he needed to be! He had a huge impact on many issues confronting the City at that time. I am so sorry for your loss and pray that you will find comfort in the thought that our fond memories of Bill will be with many of us forever.
