PERKINS--William O., Jr.

William O. Perkins, Jr., "Billy" son of the late Eva Trotman Perkins and William Osborne Perkins, Sr., was born in Jersey City, New Jersey on January 12, 1940. After a long illness Billy passed away peacefully on February 5, 2016 in Teaneck, New Jersey surrounded by his loving family and his devoted aide. Several years after the death of his mother Eva, when Billy was a young boy, his father married Roslyn Ellis. She loved young "Billy" and he remained a devoted stepson until her death in 2005. As a young boy Billy excelled in sports. He ran track and played football. He graduated from Henry Snyder High School in Jersey City in 1959. Billy was recruited by the University of Iowa (Hawkeyes), and awarded a scholarship to play college football. He was drafted by The Dallas Cowboys while he was an undergraduate at Iowa. Due to an injury, he left Texas and was picked up by the New York Jets where he played for one season. Billy re-enrolled in Iowa and completed his undergraduate degree and enrolled in Seton Hall Law School in 1965. While attending Seton Hall Law School and working part time, he played on weekends for The Westchester Bulls, the Giants farm team. In 1968 Billy received his J.D. degree from Seton Hall University. William O. Perkins, Esq. opened his law office in 1970 in The Trust Company Bank building in Jersey City. He maintained his law practice there until 2000. After leaving his practice Billy went to work for the Jersey City Board of Recreation until 2010. Billy served as State Assemblyman, 31st District from 1973 - 1976 and as Chairman of the Assembly's Judiciary Committee in 1975. He was selected as a delegate to the American Council of Young Political Leaders (ACYPL) while he was an Assemblyman and traveled throughout the former Soviet Union with other elected officials. Billy loved his native Jersey City and believed in serving the community. He was beloved by many and touched numerous lives through his community involvement. Billy served as Adjunct Professor of Constitutional Law at St. Peter's College; served on the Boards of Jersey City State College (now New Jersey City State University), NAACP, Hudson County Legal Services, St. Aloysius Academy, Hudson Repertory Dance Theater and the Hudson County Bar Association. He was Assistant Football Coach of St. Peter's College, the Jersey Jets, P.A.L.; a sponsor of Little Leagues and Babe Ruth League baseball teams. Billy leaves to cherish his memory his daughters: Joyce Person-Perkins of Bayonne, New Jersey and Tia Sinclair Bell (Ronald) of Monmouth County, New Jersey; his sons: William O. Perkins, III of U.S. Virgin Islands and Grantlin Morgan Perkins of Canberra, Australia; his grandchildren: Asia Metsagharun (Toritseju) of London, U.K.; James S. Robinson of Bayonne, New Jersey; Khalis Bell, Sephton Zyrell Person-Perkins, Erin Skye Perkins and Brisa Maxine Perkins. He is also survived by his loving sisters: Sandra "Dimples" Clark, Maxine West, and Doris Haggenmiller; and his Uncle Augustus "Gus" M. Perkins. Billy was predeceased by his brother, Fredrick Perkins and his sister, Jacqueline Franklin and a stepbrother Albert Ellis. He also leaves to mourn his loss a host of cousins, nieces, nephews and many loving longtime friends. Visitation will be held at McLaughlin Funeral Home, 625 Pavonia Avenue, Jersey City, NJ 07306, on Friday, February 12, 2016, from 4 to 8pm. Family and friends are requested to assemble at Christ the King Catholic Church, 768 Ocean Avenue, Jersey City, NJ, 07304, on Saturday, February 13, 2016, at 10am for the Funeral Mass. Interment will follow in Holy Cross Cemetery, North Arlington, NJ. www.mclaughlinfuneral home.net

I am saddened to have come across the news of Bill's passing. It is 50 years since Bill,John Momot, Vinnie Pizzutti, and I formed a study group to somehow work our way to a successful conclusion at Seton Hall Law School..Times that have remained vivid in my memories......What a splendid person we have lost...He was a favorite of my mother and used to call her "Mom"...I'm only sorry that life's quirks separated us physically, but never spiritually my friend...Rest in peace and with G-d

I was shocked to see Bill's obituary this morning while doing some research into Christ the King church.
Bill was a fine man and a darn good attorney. He was respected by cops and bad guys alike.

I first met Bill when I was clerking at the court house in Jersey City and was blown away by his trial skills. I worked for him and he was the best boss that I ever had. He taught me more about the law than I learned in law school. In addition to being an excellent trial attorney he was a scholar, a gentleman and a humanitarian. Bill and I were friends at the University of Iowa and worked together on civil rights projects. We graduated together and stayed in touch for many years. I've thought of him countless times.
Bill was handsome, smart, funny, caring and so at ease with himself. I admired him in so many ways. He will always have a place in my memories and my heart.

I remember playing football outside PS 29 across the street from my house with the boys from in and around Grant Ave Jersey City. I also remember running into him while we played - he was hard as a rock in high school. No doubt in anyone's mind he was going to continue to play at the next two levels. There is a huge hole in my heart for my beloved cousin, Billy. I remember our marathon viewing of John Kenneth Galbraith's "The Age of Uncertainty" on Emory Street in 1977. I knew Bill as an attorney and as a Rotarian. He was a zealous adversary, but also a patient and generous friend. My favorite memory was when I was a Probation Officer in Hudson County, working my way through law school. I had to go to the Assignment Judge's chambers on the ninth floor of the Administration Building and saw Bill talking to a client in Polish as good as my father's. I'm afraid I must have stared at this, as I'd never seen a black man speaking Polish. He once brought one of his Russian author friends to Rotary for a most fascinating talk. He was one of the rapidly-disappearing Old Guard of the Hudson County Bar, and will be missed by all. I now reside quite a distance away from Jersey City and would otherwise pay my respects in person. Bill and his loved ones will be in my thoughts and prayers.
