William "Bill" M. Carter, 79, of Chesapeake, went to be with his Lord and Savior, on Tuesday, September 28, 2021.

Born in Peoria, Illinois, he was the son of the late Robert E. Carter and Ruth Carter Barker. He was also predeceased by his brother, Randy Carter. Bill retired from the U.S. Navy after 28 years of service, where he was a Veteran of Vietnam, having served two tours. Bill was a deacon and long-time adult Sunday school teacher at Westwood Hill Baptist Church, and subsequently was a loyal member of Atlantic Shores Baptist Church, and most recently, a member of Great Bridge Baptist Church. Throughout Bill's life, he held many titles, but his greatest was Dadaw. Most importantly, Bill's life had a far reaching impact on others through his love of Jesus Christ and his desire to share that saving knowledge at every opportunity.

Survivors include his loving wife, Joyce C. Carter; his children, Leilani (Ruth) Carter O'Neill (Patrick), Robert E. Carter, Donnie Smith (Teresa) and Sandra K. Hamrick (Ashley); his grandchildren who affectionately called him Dadaw, Shelby Anne Jones (Ryan) and Mallory Mae King (Gabe); his great-grandchildren, Claire and Clay Jones, and Tristan King; his brothers, Russell Carter (Joan) and Dennis Carter; his sister, Roberta Sanderson (Dale), as well as nieces, nephews and extended family and friends whom he loved deeply.

The funeral service will be conducted at 2:00 p.m., Friday, October 1, 2021 at Great Bridge Baptist Church, Chesapeake. The interment will be private in Chesapeake Memorial Gardens.

There will be no visitation with the family; however, friends are welcome to view Mr. Carter from 5:00 to 8:00 p.m., Thursday at Oman Funeral Home & Crematory, Chesapeake.

Memorial contributions may be made to the William M. Carter Memorial Fund for the benefit of Lottie Moon. Friends are invited to view the service via livestream, to make online memorial contributions and to sign the online guest book at www.omanfh.com.

Joyce and family, I was saddened to hear about Bill and have many good memories of him at Westwood Hill. He was very nice. friendly, and a servant of Jesus. We rejoice in knowing we'll see him again one day, though our hearts are heavy in missing him here on earth. My thoughts and prayers are with you all.
