Joe was born April 18, 1941, in Keokuk, the son of Charles and Carmileta (Selby) Matheney.

He attended St. Mary's Grade School and graduated from Cardinal Stritch High School in 1959, later attending Southeastern Community College.

Joe enjoyed spending his free time deer hunting, doing yardwork, boating, and cheering on the St. Louis Cardinals and the Hawkeyes.
