Carla Roberta Tozier, 78, passed away on November 7th, 2025, at her home surrounded by her family under the care and guidance of Chans Hospice. Carla was born in Littleton, New Hampshire on June 5th, 1947 to Robert Carl Neilson Sr. and Helen Irene Siteman.
Carla attended the Portland Schools and was a graduate of Deering HIgh School. On November 1st, 1975, Carla married the love of her life, Jeff Tozier. While living in Portland, she was an active volunteer in the community putting in over 12,000 hours at Nathan Clifford Elementary School. From 1986-1989 she served as a member of the Portland School Committee along with serving on the Board of Directors at the Victorian Mansion. When Carla & Jeff moved to Cape Elizabeth, she worked as a secretary at Hamlin Elementary School continuing her love of working around children. In 2011 Carla & Jeff moved to Brunswick to be closer to their grandchildren. There, Carla continued her commitment to volunteering, spending time at both Longfellow & Harriet Beecher Stowe Elementary Schools and Parkview Hospital. To many, Carla was known as "CC" (Crazy Carla) as she always brought fun and spice to life. Many remember Carla for the countless candy houses that she made inspired by her love of Christmas which she always donated to The Ronald McDonald House. Carla had the gift of "gab" and during her time volunteering at Harriet Beecher Stowe School and was nicknamed Gabby by the kids. Her love of dressing up in costumes, especially as Mrs. Santa Claus brought joy to all.
Carla was predeceased by her parents and sister, Linda, and brother, Peter. She leaves behind her loving husband Jeff Tozier, two daughters, Sara Johns and her husband Chris and their children Abby & Ben, Kate Waxman and her husband Adam and their children Liv & Nola, a son Ted Roney Jr., two sisters; Sally Walker and Susan Luthe and her husband Rick, her brother Bob Neilson and his wife Peggy and many nieces and nephews.
The family will have a celebration of life honoring Carla in the spring.
In lieu of flowers, donations may be made in her name to the Midcoast Humane Society or St. Jude Children's Research Hospital

Jeff, Ted, Sarah, and Kate-
I´m thinking of you all and sending so much love your way. She wasn´t just my Godmother-she was part of so many of my favorite childhood memories. From so much fun at the camp to Deering Ice Cream runs after school programs at Nathan Clifford, and those crazy game nights at the house... she was always there, always kind, and always made everyone feel welcome.
She had a way of showing up for people that made you feel safe and cared for. I´ll always hold those moments close and be grateful for each one.

Uncle Jeff, Sara, Ted and Kate - thinking of you all at this time and remembering all the fun times we had at camp-she will always be the person who filled our hearts with laughter and always brought way more desserts than we could eat (famous Congo Bars). These memories will always bring a smile to all who were blessed to know her. Love Deb and Tommy
