Charles “Chuck” Stephen Brown, II, 58, of San Angelo, Texas, passed away on July 29, 2025, in Las Vegas, Nevada. He was born on July 27, 1967, in San Angelo to Stephen and Ellen Brown.

Chuck graduated from Central High School and attended Angelo State University. Following his time at ASU, he began his career with the Colorado Municipal District Research Team, where he worked on the landmark study that determined the Concho water snake was not endangered. Chuck played a hands-on role in the study, capturing water snakes, implanting microchips, and returning them to their natural habitats. His three years of research helped pave the way for the development of the Lake Ivie Reservoir.

Chuck later worked as a hydrologist for SK Engineering before becoming Director of Operations for the Upper Colorado River Authority (UCRA) in San Angelo. During his tenure, he contributed to numerous significant projects, including brush eradication feasibility studies along the North, Middle, and South Concho Rivers, which led to millions in state funding for local ranchers and farmers to improve water access. He was also instrumental in the Storm Water Pilot Project, which documented water runoff events in San Angelo and secured federal grants for the city. The State of Texas relied on Chuck’s expertise to monitor water quality throughout the region.

In 2021, Chuck founded his own business, Hydro Corporation, providing water quality services to several West Texas cities.

A true outdoorsman, Chuck was happiest fishing, hunting, and spending time in nature. He was known for his intelligence, quick wit, and deep love for his family—especially his granddaughter, Elena. He also shared a special bond with his beloved dogs, Cinco and Maverick.

Chuck is survived by his loving wife, Jenni Brown; daughters, Megan Mann and husband Jesse, and Hannah Brown; granddaughter, Elena Mann; father, Stephen Brown, and wife Becky. He was preceded in death by his mother, Ellen Brown, and infant daughter, Jordan Nicole Brown.

A memorial service will take place on Tuesday, August 5, 2025, at 1:00 p.m. at First Presbyterian Church in San Angelo.
