Charles was born to John Belton Locklear and Mary (Rogers) Locklear in Laurinburg, North Carolina. He moved to San Francisco, California in the early 1960's. Charles created his own janitorial business in the 1970's.
After leaving the janitorial business he was an owner/ operator truck driver for Mitchell Brothers. During his long hours as a truck driver he met his beautiful and loving wife Dianne Elders in 1974. They were deeply in love and married shortly after, in 1975. They had a wonderful 49 years of marriage where they raised and nurtured multiple children together. 1 child Charles helped raise from a previous marriage and 5 children he helped raise from Dianne's previous marriage. He treated them all as his own and helped them become the amazing people they are today.
They lived in Portland, Oregon until the middle of the 1980's when they moved to Odessa, Texas. After five years in Texas they moved to Las Vegas, Nevada for 15 years. They then resided to their home in Portland, Oregon. He passed in their home surrounded by loved ones.
Charles was preceded in death by his brothers John McBride and Tim Othy. Stepsons Greg Vickery and Daryl Vickery and beloved parents John Belton and Mary Belton. Charles is survived today by his wife Dianne. His daughter Susanne Locklear, stepsons Randy Vickery, Jeffry Vickery, and Tim Elders. He is also survived by his stepmother Doris Grooms Locklear. Brothers; Richard Locklear (Kathy), Donald Locklear (Katherine), and John D Locklear (Lisa). Sisters; Viola Jones, Nancy Walker (Gilbert), Sarah Locklear, Hattie Hunt, Susan Brown (Edward), and Fannie Locklear (James). Charles had 15 grandchildren and 24 great grandchildren. Per his request no service was held but a celebration of life will be held to honor him and his countless years of service to the trucking industry, kindness to his family, and generosity to others. We will all miss our beloved father, grandfather, brother, and husband Charles Edward Locklear.
In our hearts he will always remain.
