He was born on May 16, 1956 in Tchula, Mississippi to Albert Caesar, Sr. and Ruthie Mae Hodges.
Cleotha was a devoted husband, father and friend. He spent much of his career as an Operating Engineer for Local 150. Because of his love and passion for his work, Cleotha decided to start his own asphalt business called Caesar Blacktop; becoming the first entrepreneur in his family.
Cleotha lived a life devoted to Christ. For over 35 years, he served as a Deacon at St. Paul M.B. Church in Joliet. His dedication to his faith was admired and inspired many people to live a life of love, kindness, integrity and selflessness.
