Deborah Joyce "Debi" Locklear, 70, of Fernandina Beach, Florida, passed away on May 4, 2025 in Fernandina Beach surrounded by her family.

Born on April 7, 1955, in Jacksonville, Florida, Debi was the daughter of the late Jim and Joyce Mullendore. She was raised in Fernandina Beach and graduated from Fernandina Beach High School with the Class of 1973. During her school years, she participated in FHA and other student activities that reflected her early commitment to service and community.

Debi dedicated more than 22 years to the Nassau County School Board as a school bus driver. Her steadfast commitment ensured the safe transportation of countless students over the years and earned her the respect and gratitude of families throughout the county. She spent the later part of her career dedicated to the special needs of the children she transported. She loved and cared for all her 'babies' on her bus with the biggest heart.

She was affiliated with the Baptist Church, where her faith served as a guiding force throughout her life. Her generosity and kindness were deeply rooted in her spiritual beliefs.

Debi found joy in cooking for loved ones, crocheting with creativity and care, and traveling when she could. She especially treasured time spent with her children, grandchildren, family members, and friends.

Debi was preceded in death by her beloved husband Charlie Locklear and her parents Jim and Joyce Mullendore.

She is lovingly remembered by her four children: Jim Cook, Josh Cook (Amy), Charlene McLaughlin, and Jesse Locklear (Misty); four grandchildren: Madison Sloan (Eason), Kendal Sims, Laci McLaughlin, and Aiden Cook; her sister Sheila Mauk; and many other family and friends.

A Celebration of Life will be held on Saturday, May 24, 2025, from 11:00 AM to 1:00 PM at Chester Community Church, 96984 Blackrock Road, Yulee, FL, 32097.

The family will receive visitors at 11:00 and a service will be held at 12:00.

A devoted mother, sister, grandmother, and friend to many, Debi's legacy lives on through the lives she touched with love and compassion. May her memory bring comfort to all who knew her.

I met Debbie last year when my mom was moved to Middleburg Rehab after a terrible fall. Mom was scared and very depressed about the situation and didn't really want to come out of her room. I started bringing my small dog Jake to see mom and Debbie would love to pet Jake and visit with mom when we were out roaming the halls. Debbie and her "Golden Girl" buddies Octavia and Janet took mom under their wings and with much encouragement got mom out of her shell and gave her confidence to start physical therapy and even go to Bingo. Debbie more than once volunteered to go with mom to therapy and cheer her on like only another resident could. Words cannot express how grateful I am for her and the other ladies help!
