Donna Zoe (Hayes) Dougan, age 86, of Berlin, Maryland, passed away peacefully on December 13, 2025. She was born in Thomaston, Georgia, and was the beloved daughter of Jesse J. Hayes and Margaret June (Lisle) Hayes. Donna married at the young age of 17 and dedicated much of her life to caring for her family while working hard in her community. Over the years, she was employed as a waitress at the Woodstown Diner, the Pennsville Custard Stand, worked in Dietary Services at Salem Hospital, and at Jonna Fabric. Donna had a deep love for crafting and baking and found great joy in serving others. She was especially fond of her time at the Spirit Kitchen at Stevenson United Methodist Church, where she was affectionately known as "the dessert lady." Donna will always be remembered as a loving sister, mother, grandmother, and great-grandmother whose warmth and generosity touched many lives. She was preceded in death by her husband, Joseph Dougan, Sr., and her daughter, Donna June (Dougan) Scarfo. Donna is survived by her sons, Donald Dougan (wife Ann) and Joseph Dougan (wife Edith); her grandchildren, Chet Lloyd (wife Jackie), Joseph Dougan (wife Dawn), Jessica Hrubar (husband Peter), Anthony Dougan (wife Molly), and Cassady Dougan; and her great-grandchildren, Brayden, Conner, Mia, Brianna, Harper, Colton, Hunter, Braylana, Oakley, Zena, Nino, Summer, Adam, and Cocoa. She is also survived by her brother, Dennis Hayes (wife Betty); her sisters, Diane (Hayes) Teoli and Darlene (Hayes) Humphreys; as well as several nieces and nephews. A celebration of Donna's life will be held on Saturday, January 24, 2025, at Stevenson United Methodist Church, 123 N. Main Street, Berlin, MD 21811. The memorial service will begin at 11:00 a.m. Burial will be private.
