The U.S. Office of Personnel Management has lost a legend, and the world has lost a great lady. Donna was involved with OPM´s (then the Civil Service Commission´s) Voting Rights Program from the start, eventually managed the program, and remained an active part of it into her retirement. She was a mentor and encourager to so many of us-ever optimistic and irrepressible. That´s why the plaque she is holding in Bert Russ´ photo here is of her receiving a leadership award that we named in her honor and bestowed on leaders who followed in her footsteps. Thanks be to God for Donna. Grace and peace to Juan, Melanie, Carolyn, and their whole family.

Donna worked with the Department of Justice for many years as the head of the federal observer voting rights program. She was a wonderful leader. She would always bring me a bag of M&Ms when the work day was particularly long. We asked her to speak at an event in 2017 in D.C. about her work in the program.

Donna was s very special friend. We had such a good time on our yearly trips to Blue Springs Valley Singing in Cleveland Tennessee. Missed her these last few years since neither of us got around much anymore. Prayers for her family
