He was born on November 17, 1954, to Earnest Frederick, Jr. and Martha Marie (Kopycinski) Balke, and he spent his entire life cherishing the vibrant community and diverse culture of Houston.
Fred was a dedicated contract laborer, known for his hard work and commitment throughout his career. He was proud to contribute to his community, forging friendships with those he worked alongside.
