Nacido en Caracas, Venezuela, Elias fue un destacado arquitecto e importante promotor inmobiliario en su país de origen, y miembro fundador de la Cámara Inmobiliaria de Venezuela, dejando una huella significativa en el desarrollo urbano de Caracas.
Elias fue un buen padre y fue muy querido por su familia, quienes guardarán siempre su memoria en el corazón.
Lo despiden con amor y tristeza su esposa, Delia Ramos de Nagel, sus hijos Andrea, Farida, Silvia y Yamil, sus nietos, hermanos, familiares y amigos.
