Emmet was the supervisor of my first-ever internship, and I had the privilege of getting to know him in 2012. We kept in touch and met up many times after that, for years after working together for only a few months. That shows how deeply invested, open-hearted, and welcoming he was toward everyone he met.
Knowing how humble he was, I bet he´d blush at all the nice things everyone´s been saying here. But he deserves every kind word and more, as he really was one of a kind. His intellect was driven by his insatiable curiosity, but he´d always put kindness and understanding toward people first. And I might add, he was extremely funny! Working or doing anything with him was always a mix of deep conversations and laughing about random things.
He was a great friend to Estonia and Ukraine. Speaking as an Estonian, it was a gift to us to host him in my country for so many years.
His legacy, and all the people he touched, will remain. He will be deeply missed all around the world. My deepest condolences to his loved ones.

Emmet and I crossed paths in Tallinn, Warsaw and Brussels, our shared Irishness throwing up friends in common and similar life experiences. As the saying goes, he wasn't a stranger, just a friend I hadn't yet met.
Emmet's ability to weave a tale and bring people together meant he was a true diplomat and a citizen of the world. He cared deeply about people and worked hard to make positive change everywhere he went.
His loss is deeply felt, but we are all the better for having known him.
Sincere condolences to his family and very many friends all around the world.

I first met Emmet in Bratislava many years ago, and then I also had the pleasure of seeing him in Kyiv and other places. It was an honor and a privilege for me to know this kind, intelligent, bright, decent person who spread his positive energy to everyone around him. That is how he will always remain in our hearts. I was introduced to Emmet at one of his infamous "Emmetipidu" (or: "Emmet´s Party") in Tallinn, Estonia around 4 July in 2018. I was incidentally invited by somebody else who happened to know him and was planning to attend. Emmet handed out a prize for whomever was dressed most American. Despite donning a U.S. flag shirt and socks and what-not, he chose somebody else as the recipient. But me giving him a piece of my mind after such an egregious oversight ended up binding us together. We made fast friends and often talked of our love and appreciation for the United States, the founding ideals on which it was established, and commiserated in our conspicuous dislike for the regime in Russia.
We had many a discussion on these and innumerable other topics before we both ended up leaving Estonia for professional reasons-to ultimately reconnect in Washington, D.C. Though Emmet was not always the most diligent person in responding to texts, he eventually always did with his usual incisive wit. As befits a cultured gentleman, he was a happy connoisseur of spicy political memes.
Emmet was also one of those rare creatures with a personality larger than life. The type of person that you would always remember for only the very best reasons. From apparent fluency in every single language on God´s green earth to daunting expertise in the 19th-century history of some country whose name you cannot pronounce, much less spell.
My heart aches for the loss of a dear friend. From our very first rendezvous back in Tallinn these many moons ago, I have ventured to be the most American person in whichever room I enter. To not miss out on any more prizes from Emmet-especially those I never got but think I deserved. But what I did end up getting instead was the friendship of an endearing, inspiring, and generous soul. So whenever I wear my usual U.S. flag suit jacket to work again, it shall be in his loving memory.
Rest in peace, my friend. You'll owe me that "I got diplomatic immunity so I'll be going 200 mph across the NJ Turnpike and ain´t nobody can touch us" road trip when we see each other again.

I am very sorry for your loss. My name is John Rooney, I worked with Dave at Harbour Lights. We had many late night/closing the restaurant conversations about everthing. - Dave would talk in length about Emmet attending Georgetown, ande Brian spending a semester in Dublin. - Both Dave and Emmet will be in my thoughts and prayers. - Again, my sympathies on the passing of Emmet.

Emmet was truly one of a kind-unlike anyone I´ve ever met. I still find myself telling people about him, just because of the impression he left on me and on my husband during our time together in Estonia. He was brilliant-truly one of the smartest people I´ve known-yet so humble despite his endless talents. Always full of energy, always up for anything, and always carrying that tiny Jansport backpack which I´m convinced held a stash of gummy bears at all times. I loved hearing him sing opera; his voice and spirit filled every space he entered. He´ll always hold a special place in our hearts, and the memories he created will stay with us forever.

I met Emmet in Barbados and served with him in Washington. It did not take long to appreciate his sweet, gentle soul and his impressive intellect. He was an ideal diplomat who exemplified what is good about our country. Colleagues from throughout the State Department's Bureau of Western Hemisphere Affairs send their respects and condolences.
