Ethel Ann Ramsey Cicero, age 78, a resident of Dallas, Texas passed away on Tuesday, November 25, 2025, at Texas Health Presbyterian in Dallas, Texas.
She was born on January 12, 1947 in De Queen, Arkansas. While married to her husband, Jim Cicero, they owned Hedgcock Artificial Limb Company and with it, her love of the healthcare industry blossomed. Ann was a devoted wife, aunt and friend. Many people looked to her for advice, especially in her life's passion of the healthcare industry. She was a believer in our Lord Jesus and always said that God truly loved her as she was able to withstand a lot of health issues throughout her life. She knew that the power of the Lord got her through them and she was grateful that He always helped her. She was the first to message her family on birthdays and never forgot anyone's day. We miss her and look forward to seeing her again in our eternal home.
Ann was preceded in death by her parents, Hughes and Mildred (Huckabee) Ramsey; her husband, Jim Cicero; and her brother, Frank Ramsey.
She is survived by one nephew, Tom Ramsey and his wife, Tracy of Valley View, Texas, and one niece, Missy Ramsey Tillotson of Aubrey, Texas, and several great nephews and great-grandnephews.
Graveside Funeral services for Ann will be held at 2:00 p.m., Tuesday, December 2, 2025, at Redmen Cemetery with her great nephew, Pastor Tyler Tillotson, officiating, under the direction of Wilkerson Funeral Home in De Queen.

Ann was always generous when she could be, almost to a fault at times. She was loyal to her friends and family. She loved to attend church when she could and often went to a church I attended. Later she was only able to watch online, and when I started singing in the First Baptist Dallas choir, she watched every Sunday and commented on the music and sermon. If I missed, she knew about it! She loved the Lord and would say, "God loves me." I would reply that I thought God loved her almost more than anyone I knew as so many friends and family supported her as she faced many hardships and health issues the last 11 years since she lost her beloved husband, Jim. She loved music, mostly hymns, but when I think of Ann, the song by Frank Sinatra, "I Did It My Way," comes to mine. I know, Ann, you are finally at rest.
