Celebrating the Life of Felecia Ann Starr

We joyfully celebrate the life and legacy of Felecia Ann Starr, a woman whose light, laughter, and love reflected the goodness of God. Felecia was born on August 1, 1965, in Holly Grove, Arkansas, to her loving mother, Ida Ruth Burress. From the very beginning, she carried a radiant spirit, a warm smile, and a quiet determination that would guide her throughout her life. At an early age, Felecia gave her life to Christ, a decision that shaped her values, strengthened her faith, and anchored her through every season.

Felecia was a proud graduate of Central High School in West Helena, Arkansas, Class of 1985. Yet one of the greatest blessings of her life came even earlier. In 1984, she welcomed her beloved daughter, Alexandria (Justin) Boddie, into the world. Motherhood became her most treasured role, and the bond she shared with Alexandria was the heartbeat of her life. Her daughter was her pride, her joy, and the light of her world.

In 1987, Felecia and Alexandria relocated to Memphis, Tennessee, where Felecia began a career in public service with the Shelby County Assessor's Office. After a brief move to Baton Rouge, Louisiana, they returned to Memphis, and Felecia continued her service with Shelby County Government. She devoted many years to her work, serving with professionalism, integrity, and genuine care for others. Never one to stop striving, Felecia remained committed to personal growth and education, earning her Bachelor of Science in Business Administration from Strayer University in 2007.

Following her retirement from Shelby County Government, Felecia continued her dedication to service by working with the Internal Revenue Service, where she faithfully served for five years until illness led her into retirement. Throughout her career, Felecia exemplified perseverance, excellence, and a heart for helping others.

While she was proud of her professional accomplishments, family was always Felecia's greatest joy. She delighted in time spent with loved ones and found her happiest moments with her cherished grandsons, Justice and Jrue. Being their "Grammy," as they affectionately called her, was one of her greatest honors. Their laughter, hugs, and shared moments filled her heart beyond measure.

When able, Felecia attended Brown Missionary Baptist Church, where she was blessed to sit under the leadership of Pastor Bartholomew Orr. Her faith was evident not only in her worship but in the way she lived, loved, and uplifted those around her. She carried strength with grace and joy with purpose, trusting God through every chapter of her journey.

Felecia will be remembered for her vibrant personality, infectious laughter, and her ability to bring warmth and joy into every room she entered. Her life leaves a legacy of love, resilience, faith, and unforgettable joy. Though she will be deeply missed, we rejoice knowing her spirit lives on through the many lives she touched and the love she so freely gave.

Felecia leaves to cherish her memory her loving mother, Ida Ruth Burress; her sisters, Belinda, Veronica, and Teresa; her brothers, Ervin, Kenny, and Earl; her devoted daughter, Alexandria (Justin) Boddie; her treasured grandsons, Justice and Jrue; and a host of nieces, nephews, and great nieces and great nephews, along with countless friends whose lives were enriched by knowing her.

We thank God for the gift of Felecia Ann Starr. Her life was a blessing, her love was a ministry, and her legacy will forever remain in our hearts.

Until her final breath, Felecia was a true warrior. She fought cancer with unwavering courage, remarkable toughness, and unyielding tenacity. Her strength was evident in every battle she faced, and her legacy will forever be remembered in the way she fought with faith, dignity, and determination until her last day here on earth.
