Billy was survived by his wife of 62 years, Brenda Carter. He was a proud father of daughter, Deanna (Dee) Minter, husband Stacy and a doting grandfather to his grandsons, Carter and Camden Minter, of Selma, North Carolina. He is also survived by his brother, Jimmy Carter.
