Frances was born on September 12, 1937 in Odem, Texas to Lottie (Stein) and Herbert "Tuffy" Sipes.
Frances is preceded in death by her parents: Lottie and Herbert "Tuffy" Sipes; son: Glenn Barlow; and daughter: Susie Van Winkle.
Frances leaves behind a legacy of love in her husband of 67 years, Robert "Scooter" Barlow from Odem, Texas; granddaughters: Mikaela Barlow, Deedra Van Winkle, and Hannah Barlow; grandson: Bryant Van Winkle; sister: Lydia Sipes (Anthony); daughter-in-law: Heather Arnold; and son-in-law: Damian Van Winkle. Frances was employed by Odem-Edroy ISD for 53 years. She was a dedicated Admistrative Assistant to the Superintendent. It was through her devotion to the school's system and the students she encountered that made a lasting impression on the lives of so many. Frances' admiration for family and friends will live on forever.
Visitation will be held Sunday, March 29, 2026 from 5:00 PM to 7:00 PM at Resthaven Funeral Home Chapel in Sinton. The Funeral Service will be held Monday, March 30 at 10:00 AM at First United Methodist Church, Odem. A Graveside Service will be held 2:30 PM Sinton Cemetery, Sinton.
