Born in Scranton, PA, she was the daughter of the late Joseph L. and Mae Barrett Quinn and a graduate of South Catholic High School in Scranton, PA. Fran loved her parish family at St. Mary Magdalen Catholic Church. She had a deep devotion to the Blessed Mother and attended daily Mass. In addition to being a proud wife, mother, grandmother, and great grandmother she was a loving aunt, a great friend, and a good neighbor.

Survivors include a son, Donald J. Hale and wife Stacy, three daughters, Christine Shields and husband Tim, Maureen Mäensivu-Crain and husband Bobby, and Jennifer Elliott and husband Matt. She had twelve grandchildren: Mikaela Mäensivu, Savannah Rosamond, Benjamin King (deceased), Angela King, Maverick Mäensivu, Lydia King, Ana Hale, Aidan Hale, Quinn Mäensivu, Brendan Hale (deceased), Emmalee Elliott and Liam Elliott and one great-grandchild, Walker Rosamond.
