Frank Vern Twiggs was born on February 13, 1961, in Pierre, SD, to Vern Jess Twiggs and Ruth Maggie Twiggs (Yellow Cloud). Frank attended school at Pierre Public Schools and White River High School. After high school, Frank joined the United States Army, where he served from March of 1980 to April of 1983 before being discharged.

On, January 31, 1991, Frank married Julie Peck (Laib), and to this marriage there were three children, Casandra, Seth, and Tiffany. Frank loved playing basketball, singing, dancing, and joking around with everyone. He had the perfect Daffy Duck impression when he'd remove his false teeth for the kids. Frank was also a very talented artist who loved to bead and draw.

Frank is survived by his four children, Bryan Altenberg (Spouse Maria, and grandchildren, Gabriel and Ezekiel); Casandra (Partner Thomas Widi, and grandchildren, Thomas, Sheila, Alexander and Nathaniel), Aberdeen, SD; Seth (Grandchildren, Sheldon, Layla, Spencer, Clara and Sylvester), Aberdeen, SD; Tiffany (Grandchildren, Carter, Rozlynn, Ophelia and Chester), Leola, SD. One brother, Kenny (KT) Twiggs of Pierre, SD. Three sisters, Joanne Beare, Rapid City, SD; Alice Iron, Two Strike, SD; and Laura Twiggs (Bud Ree), Aberdeen, SD, and numerous Nieces and Nephews.

Frank will join his parents, Vern and Ruth Twiggs (Yellow Cloud), Sister Verna Boyles, special Brother-in-Law Victor Boyles, Brother Clyde Twiggs, Sister Karen Twiggs, paternal grandparents Jess and Emma Twiggs, and maternal grandparents Jess and Grace Yellow Cloud in his Heavenly home.
