A native of Perry County, Pennsylvania, Fred C. Noye was born May 13, 1946 to Charles and Marie (Heckert) Noye of Duncannon. Fred was a 1964 graduate of Susquenita High School and was in the first graduating class at Harrisburg Area Community College. He earned degrees at Mansfield (Bachelor of Science) and Shippensburg (Master in Education) Universities. It was at Mansfield where he became involved with the College Young Republicans which fueled a life-long passion for politics and collecting political memorabilia.
He taught social studies at Cumberland Valley High School before running for public office in 1971. At the time, he then became the youngest legislator in the history of the Pennsylvania House of Representatives. He was elected in 1972 to the Pennsylvania House of Representatives serving the 86th District comprised of Juniata, Perry and portions of Western Cumberland Counties. He served 20 years (the longest tenure for a Perry County Representative) retiring in 1992. During that time, he was elected for 14 years by his peers to serve as the Republican Caucus Chairman (third highest leadership position in the Caucus). While in the legislature he became active with the nationwide American Legislative Exchange Council (ALEC) and was elected Chairman. During that time, he had the opportunity to travel and meet many foreign dignitaries.
Upon retirement, he spanned a twenty-year career in real estate, especially with Hower & Associates of Mifflintown, until his passing on Saturday February 24, 2024 at the age of 77.
Fred was married for fifty years to Debra Kay (Freeman) Noye and raised two sons: Jeremy Wade Noye and his wife Mayes; their daughters, Grace, Katarina and Valentina; son, Andrew Charles Noye and his wife Angie; their daughters, Edyn and Isla, plus Jack and Gracie; great-granddaughters, Georgia and Morgan. Fred was extremely proud of his family's accomplishments in the Food and Beverage Industry and enjoyed their interests in history, politics and playing board games.
Attending and clerking auctions only fueled his interest in collecting and preserving Perry County memorabilia. With this said, Fred would appreciate contributions in lieu of flowers to the Perry Historians PO Box 73 Newport, PA 17074 or the Landisburg EMS 301 Faculty Avenue Landisburg, PA 17040 or to the preservation of Duncannon's Noye Park @ Borough of Duncannon 428 N. High St. Duncannon, PA 17020. The family would like to Thank the Perry County 911 Emergency Management team, Landisburg Fire Company, Landisburg EMS and the Ronald C. L. Smith - Bitner Family Funeral Homes for a quick response in their time of need.
Fred's family extends an invitation to a Celebration of Life on Saturday, March 9, 2024, commencing promptly at 2:00 P. M., at the Otterbein United Methodist Church, 327 Newport Rd. Duncannon, PA. The family will greet guests following the Celebration of Life. Interment will be private and held at the convenience of the family.

So sad to hear of Fred passing. He was a great guy to be around. We went to a few football games together and he even helped me buy and sell a few houses. Enjoyed my times with Fred, a good family man and friend. Condolences to his wife and family.
