Norma Gail Lane Phelps, 71, of 8644 Mackey’s Road, died Thursday, October 24, 2024, in ECU Health Chowan Hospital, Edenton.
Mrs. Phelps was born in Chowan County on July 8, 1953, and was the daughter of the late Norman Earl Lane, Jr. and Virginia Owens Lane. In addition to her parents, she was preceded in death by her brother, Mike Lane.
Many will remember Gail from her years of working with the public in both the Washington County Water and Tax departments, and later as a Deputy Registrar in the Washington County Register of Deeds Office. She was a faithful member of Holly Neck Church of Christ and formed many friendships from her years in the Columbia Chapter #281, and later the Elizabeth City Chapter #44, The Order of The Eastern Star.
Surviving is her husband of 53 years, James Howard Phelps, their sons, Brian Keith Phelps (wife, Ashley) of Plymouth and Justin Scott Phelps (wife, Brenda) of Roper; her brother, Don Lane (wife, Monica) of Edenton; and her grandson, Mckinley Scott Phelps. Also surviving are a sister-in-law, Debbie Ringgold (husband, Alan) of New Bern, a special aunt, Ruth Lane of Edenton, and a special niece, Kathy Clark of Roper, and well as many friends and other extended member of the Lane, Owens, and Phelps families.
A memorial service will be held Saturday, November 16th, at 2:00 p.m. in Holly Neck Church of Christ and will be conducted by Pastor David Watts. The burial will follow in the cemetery there by the church. Friends may visit with the family immediately following the service.
