Iver was born on August 7, 1938, to Oscar and Alice (Brobjorg) Oien. He grew up on a farm near Baltic. He was baptized and confirmed at Baltic Lutheran Church and graduated from Baltic High School. On August 25, 1962, Iver married Judith VanVooren at St. Mary Catholic Church in Dell Rapids. After their marriage, they made their home in Baltic. He worked for local farmers until starting his career with the Baltic Farmers Elevator. He retired in 1985.
After retirement, Iver kept busy with woodworking, tinkering, and yard work. He loved collecting antiques, trinkets, and organizing and re-organizing his garage and yard. He also enjoyed visiting with friends and family, especially his grandkids, and playing solitaire. Iver loved Baltic, and during his time at Dells Nursing and Rehab he remarked several times he couldn’t wait to get back home, as he was a lifelong Baltic resident.
