Jo Payne, age 54, a resident of Portland, passed away on January 17, 2026, at Ball Hospital in Muncie, Indiana.
Jo was born on January 1, 1972, in Oklahoma City, Oklahoma, the daughter of Charles Tow and Helen (Clark) Miller. Jo worked for Greeks Pizza and Ponderosa Steak House in Portland. Jo loved crocheting, reading, and spending time with her family. Jo loved being a mom and grandma, as well as spending time on the lake with her husband, Keith Waters. Jo and Keith have been together for over 30 years.

Annalea Payne (husband Scott Wade) – Shelbyville, Indiana
Crystal Waters – Muncie, Indiana
Ashley Chrysler (husband Nick) – West York, Illinois
Shannon Cornell – West Union, Illinois
2 Sons: Mickey Waters – Albany, Indiana
Matthew Waters – Portland, Indiana
2 Brothers: Charles Tow Jr. (wife Rebecca) – Portland, Indiana
Richard Tow (wife Ashley) – Farmland, Indiana
1 Sister: Cindy Clark – Portland, Indiana
Several Grandchildren, Nieces, and Nephews.
Jo was preceded in death by her mother, Helen Miller, and her sister Jill Tow.
Viewing will be held on Saturday, January 24, 2026, from 2 pm to 4 pm at the Williamson-Spencer and Penrod Funeral Home in Portland. Funeral Services will follow at 4 pm at the funeral home.
Memorials may be directed toward Jay Randolph Developmental Services.
