On July 19, 2023, Joyce Ellen Leviton, beloved Sister of Susan Leviton (Jeffrey Lauren) and Audrey Leviton (Peter Martin), Aunt of Jake Martin (Stephanie Martin), Liz Lauros (Shai Lauros), Josh Lauren (Taieri McKenzie.) Joyce spent much of her life empowering and supporting neighborhoods as Chief of Baltimore City's community planning. She loved progressive politics and was a founding member of the New Democratic Club and worked on several national presidential campaigns. She also worked for many years on Capitol Hill for Senator Ben Cardin as an advocate for many constituents including Maryland's cultural and arts communities.

Joyce loved her Otterbein community and her vast circle of friends.

I knew Joyce as a neighborhood planner. She was with the Department of planning and I with DHCD. We were professional colleagues and shared a kinship with Baltimore's renewal programs in those heady days of city and community planning, our agencies worked together for community and neighborhood betterment.
I will forever remember that Joyce was behind my nomination for the Larry Reich Community Planning
award.
I believed I was just doing the job of representing the various west Baltimore neighborhoods and communities as required. Joyce saw that I was doing so much more, enough to be distinguished by the Larry Reich Planning Award. I remain humbled by your esteem.
Thanks, again Joyce.

Joyce spent many years with Baltimore´s Planning Department, First working in several neighborhoods offering planning guidance; and, secondly, supervising Planner assigned to neighborhoods. The challenging days of Urban Renewal Plans and updates of plans that in many cases improved neighborhoods and other cases detrimental, depending on residents acumen. As a Neighborhood Project Coordinator, HCD, Joyce´s staff collaborated as a team with challenges. .

My favorite memories of Joyce were chance encounters on the MARC train heading to DC (and Capitol Hill). She had a great system--select car, seat, place for her Post--but I loved that she had all the idealism, enthusiasm, and energy of the youngest Capitol Hill staff. She brought that great spirit everywhere she went. And she was always ready with a loving, proud family anecdote! My condolences to her beloved family.

Joyce was always a smiling source of positive energy that she transmitted in all that she did. I enjoyed knowing Joyce, will miss her, and appreciate that I was fortunate to have enjoyed her company when I had the opportunity.

She was a wonderful friend to my husband and I when we lived in Baltimore and beyond. Generous beyond words and so positive.

Joyce was a force of nature. A singular link to the best of the Baltimore's past and a committed beacon for its future prosperity. She is irreplaceable. We can, however, continue to pursue her dreams.

Many fun meals shared with Joyce in our tongue-in-cheek named group, WET, over 40+ years. She is missed already.
