Judith (Cesar) Allen of Gulf Breeze passed away on Tuesday, December 31 with her husband by her side.

Judy was born November 5, 1942, in Shawano, WI and lovingly raised by her parents John Fredrick Roloff Sr. and Jean Jeanette (Tinsman) Roloff.

Judy attended St. Mary’s nursing school in Milwaukee, Wi. where she found her true calling in helping those in need. She married Michael Cesar and raised two sons Todd and Tyler who became her pride and joy. She specialized in pediatrics and found her passion in the elderly, where she progressed to oversee nursing homes on behalf of the State of Wisconsin. In 1993 she married Dennis Allen and the two of them moved to Florida. There she was able to expand her talent by overseeing various retirement facilities and finally landing in a teaching role to share with others what she was so passionate about.

She loved to travel, and her and Dennis made many trips around the USA. She never lost her love for her home state of Wisconsin and went to visit her mom and relatives whenever possible. She always made her family reunion every August. She always kept in touch with her best friend Ann Kiekhofer. Judy was a dynamic woman who made friends everywhere with her smile and personality.

She is survived by her husband Dennis Allen, her sons Todd and Tyler (Dawn) Cesar, and her grandchild Aaron Cesar. She is also survived by her brothers John Roloff Jr. (Vicki), Joe Roloff (Janie) and sister Jerilyn Vande Corput (Randy), stepdaughter Justine (Paul) Mancheski, and grandchildren Janae and Eli Mancheski.

She was proceeded in death by her parents John Fredrick Roloff Sr. and Jean Jeanette (Tinsman) Roloff.

A time of visitation for family and friends will be Saturday January 4, 2025 at Rose Lawn Funeral Home beginning at 10:00 AM followed by a memorial service at 11:00 AM by Pastor Bill Lamont, followed by a burial at Rose Lawn Cemetery.
