Judy was born on September 25, 1946 in Dover, Delaware to the late J. Harvey Williamson and Edna Torbert Williamson.
Judy attended Federalsburg High School until 1962, then attended Colonel Richardson High School when it was established. She graduated from Colonel Richardson High School in 1964. In 1966 Judy graduated from Wesley College in Dover, DE.
