Justine Davis of
Dover, Delaware was born on February 11, 1940 and died on Saturday, January 10, 2026 after sharing many years, adventures, stories, and laughs with those she loved. The different roles she held during her time with us all shared the same virtue: compassion.
A student of the Dover High School class of 1958, she was very active in her community, and before retirement, Justine worked as an outpatient clerk for Bayhealth. She was a supporting member of Woodside Methodist Church for a majority of her life and was a life member of the Frederica Senior Center. She was a life associate of Chapter 850 Vietnam Veterans of America, alongside her husband, Paul Davis, and was a member of the Fraternal Order of Police.
Justine served the Delaware chapter of the Greater Federation of Women's Clubs (GFWC) organization by holding many community leadership positions, including: three-term president of the Felton Avon Club; the state Women's History and Public Policy State Chairman; and the Veterans and Public Issues Chairman from 2012-2014 for the GFWC, finding and honoring military women veterans in the mid-atlantic region.
Justine was also the first state volunteer to be honored in the GFWC Clubwoman Magazine and was recognized at the GFWC Women's History Program in Washington, DC when she donated a historic photo, taken by photographer Mathew Brady, of Susan B. Anthony and the Women's Suffrage Movement committee.
She cared deeply about all of those around her, whether person or animal. While Justine served on the Board of Directors for the Kent County SPCA for more than 15 years with her husband, she oversaw the orchestration of the doggie donation banks placed at local businesses and hosted expansive yard sales to raise funds for the SPCA. She adored all animals and was hardly ever without her adopted dogs.
Justine, with her bright spirit, was known for many things. But to her family, she was known for her laughter and sense of humor, her fairness, and her devotion to her loved ones. She loved her family deeply and worked tirelessly to create great memories for and with them. Together with her husband of 46 years, she and Paul lived many wonderful adventures and shared even more dances.
She will also be remembered for her sewing and crafting abilities, her sweet tea, and her chocolate chip cookies; for hosting everyone for Christmas Eve dinner or crabs in the summer; for making breakfast for her grandchildren when they spent the night and not being afraid to let them try to drive her golf cart the next day; and for spending summers by the pool or in Rehoboth Beach with family and friends. Justine cherished quality time with those she loved and made everyone around her feel valued and cared for. She was a light in the world that will be deeply missed.
Justine is preceded in death by her parents, Maurice and Kathryn Jarrell, and son, Chris Coon. She is survived by her husband, Paul; her daughter, Cathy Michalski and son-in-law Brian; her daughter, Kelly Moberg and son-in-law Mike; her daughter-in-law, Sheila Coon; her grandson, Brice Michalski, his wife Dawn, and their children Corynn, Abigail, and Blake; and her granddaughter, Lexi Coon, her husband Jordan, and their daughter, Lucy.
A viewing to honor Justine's life and legacy will be held for friends, family, and those who would like to pay their respects at Torbert Funeral Home at 1145 E. Lebanon Rd on Monday, January 19 from 6 to 8 p.m. Additional services will take place privately.
In celebration of Justine's work to maintain the Avon Club of Felton and as the GFWC Delaware Outstanding Volunteer, she will also be honored at the annual Federation Day at the Gold Room Harrington on Saturday, March 7, 2026.
