Kinnard was a very fun loving man and if you knew who loved his sports. He was very supportive and encouraging in my sons athletic career before he also passed away some years ago. He was like a uncle we never had. I am still forever thankful for his support and he will be truly missed.

Very saddened to hear of Kinnard's passing. As a colleague at HUD, I didn't work directly with Kinnard, but very much enjoyed our interactions and will miss his humor, kindness, and gentle manner. My deepest condolences to all his beloved.

I've only worked with Kinnard for a little while, but every time i saw him he had a smile on his face. I'm sure he's looking down on his family smiling and telling them he's good now so don't worry about him.

I worked with Kinnard off and on more than 20 years. We shared a Harford County connection, and he was such a warm-hearted man that he never failed to brighten the day when he walked into a meeting. I'm so sorry for your untimely loss.

I've been working very closely with Kinnard on a daily basis for the past five years. I remember his telling me the story about how he met his wife Jackie on a plane. I loved the affection he had in his voice as he was telling me the whole story. I will miss him dearly.
