Lloyd Wayne Frandsen, 73, of Taylorsville, Utah passed away peacefully at home on May 29, 2021 from complications of Parkinson's Disease.

Lloyd was born in Panguitch, Utah on February 16, 1948, to Lawrence and Margaret Sevy Frandsen. Lloyd graduated from Panguitch High School, and he developed a love and appreciation for the beauty of Southern Utah while working for the U.S. Forest Service. He married Suzanne Holt on August 1, 1974 in the Salt Lake Temple. He earned his bachelor's of Political Science and Master's of Public Administration from Brigham Young University and completed his PhD in Political Science at the University of Utah. He served for 19 years in the Utah State Legislature. During that time, he represented the San Juan, Wayne, and Garfield County District and later District 50 of Salt Lake County. He had an entrepreneurial spirit and established his own successful business, Advantage Plan Administrators. He also worked as a consultant and later taught as an adjunct professor at Brigham Young, University of Utah, and Utah State Universities.

Lloyd was a lifelong student. He enjoyed learning and teaching, but his true joy was found in public service. He truly wanted to create positive change in the world, and he did that through his out of the box thinking and approach to public policy. During his time in the legislature, he received multiple awards and accolades for outstanding service. He was especially dedicated to his work as Chair of the House Education and House Health and Human Services Interim Committees. His love of service and teaching crossed over into his many church callings. Lloyd served as a missionary in Montana, and when he returned, he served as one of the first Branch Presidents at Panguitch Lake and as a High Council member in the Panguitch and South Jordan Stakes. However, his favorite calling was sharing his faith and testimony as a Gospel Doctrine Teacher.

Lloyd was remarkably patient throughout his long struggle with Parkinson's Disease. He developed many hobbies, including creative tinkering, archery, hunting and fishing (with the help of many loving and patient family members), continuing education, and oil painting. Though his body was physically limited, his mind and heart stayed active. He truly enriched the lives of all those around him until his death.

Lloyd is survived by his: wife, Suzanne Holt Frandsen; children Ryan Frandsen (Amy), Mindy Muse (Michael), Marci Frandsen, Megan Hunt (Andrew); thirteen grandchildren; siblings, Elden Frandsen (Pam-deceased), Deanna Hatch (Stephen-deceased), Kevin Frandsen (Debbie), Debora Orton-deceased (Allan), Rodney Frandsen (Robyn); siblings-in-law, Radene Chapman-deceased (Hal), Golden Holt (Dorene), Sandra Neilsen (Rodger), David B. Holt, Shirleyann Collins (Michael); and numerous nieces and nephews. He is preceded in death by his: parents, Lawrence and Margaret Frandsen; parents-in-law, Ray and Shirley Holt.

A visitation will be held Monday, June 7 from 6–8 pm at Jenkins-Soffe Funeral Home located at 1007 South Jordan Pkwy, South Jordan. Funeral services will be held the following day at the same location Tuesday, June 8 at 11 am with a visitation beforehand from 10:00–10:45 am. Burial follows the funeral at the South Jordan Cemetery.

My deepest sympathies extend to Suzanne and family. I served with Lloyd in the Utah Legislature. Lloyd was intelligent, patient, and caring for others. He demonstrated these qualities and many others as he worked with and served the people of Utah.
