Lucinda Marie "Cindy" Custer, 78, of Chambersburg, PA, passed away peacefully on Monday, November 10, 2025, at Chambersburg Hospital. Born on February 17, 1947, she was the beloved first child of the late Vernon and Connie (Hoffeditz) Widder.
A 1965 graduate of Greencastle-Antrim High School, Cindy earned a BS in Management from the University of Maryland and a Master's in Business Management from Syracuse University. She retired in 2002 as Army Budget Chief at the Pentagon after a distinguished federal career.
In retirement, Cindy remained deeply engaged in her community. She served as church secretary for Heidelberg Reformed Church and was an active member of the Kauffman Ruritan Club. A passionate genealogist, she authored four family genealogy books (Hoffeditz, Light, Widder-Witter, and Custer). Her legacy of service, scholarship, and community spirit will be fondly remembered.
Cindy is survived by her daughter, Laura L. Custer of East Brunswick, NJ; a brother, Roy Widder (wife Katrina); sister-in-law, Blossom Widder; four nephews, Ben, Mark, Matthew, and Chad Widder and a niece, Tiffany Bricker. In addition to her parents, she is preceded in death by a brother, John C. Widder.
A Celebration of Life will be held at 11:00 AM, Saturday, November 15, 2025, at Heidelberg Reformed Church, 166 Colorado Street, Marion, PA with Pastors David Riley and Matthew Widder officiating. The family will receive friends one hour prior to the service Saturday morning in the church.
Arrangements are by Harold M. Zimmerman and Son Funeral Home, Greencastle, PA.
In lieu of flowers memorial contributions may be made in Cindy’s honor to the Kauffman Ruritan Community Center to support its scholarship program benefiting local students. Kauffman Ruritan Community Center, 7289 Ruritan Drive, Chambersburg, PA 17202.
