On December 30, 2025, surrounded by the love of her family, Lucy Effinger-Warns passed away peacefully at the age of 90.
Lucy was born in Dry Fork, West Virginia and spent her early years growing up in Pennsylvania. In 1951, she moved to Delaware, where she built a life filled with devotion to family, steady work, and quiet joys. Those who knew Lucy knew her as gentle, dependable, and deeply loving.
She worked for many years as a secretary at Wooten Ryder Insurance Company and Robert's Construction Company in Frederica, then later as a hostess at the Colony Inn in Harrington.
Lucy found happiness in life's simple pleasures-completing word search puzzles and, most of all, spending time with her grandchildren, who brought her immense joy.
Lucy was preceded in death by her beloved husband, William Warns, and her cherished daughter, Diane Phillips, whom she carried in her heart always.
She leaves behind her daughter, Linda Callaway; her grandchildren, Mickey Callaway and his wife Daisey, James Callaway and his wife Stephanie, Beth Wellwood and her husband Shaun, and Daniel White-Phillips and his husband Sean; her great-grandchildren, Kylie Bukhari, Kassidy Brower, Conner Callaway, Jacob Callaway, Colin Callaway, Abigail Callaway, Jocelyn Wellwood, River Wellwood, and Rowan Wellwood; and her great-great-grandchildren, Reese Brower and Layla Bukhari, all of whom were a source of great love and pride for her.
Family and friends are invited to gather to honor Lucy's life on Thursday, January 8, at Rogers Hovatter Funeral Home, 301 Lakeview Avenue, Milford. Visitation will be held from 11:00 a.m. to 12:00 p.m., followed by a funeral service at 12:00 noon. Interment will take place at Henlopen Memorial Park.
Lucy will be remembered for her quiet strength, kind heart, and the deep love she held for her family. She will be dearly missed.
