Margaret "Peggy" (Cotter) Baxter, (83), of Virginia Beach, passed away on January 28, 2026, at home surrounded by her family. Margaret was born to Mary Agatha (Donovan) Cotter and Robert Emmett Cotter on August 3, 1942, in Lowell, MA. It was there that Margaret was raised in the Catholic faith while attending and graduating from Keith Hall Girls' High School. Although a resident of Virginia Beach for nearly 50 years, Margaret never forgot her roots, and she always spoke with great pride regarding her New England upbringing. She was a homemaker and loving mother to five children before re-entering the workforce in the accounting office of Farm Fresh Supermarkets, where she worked for over 30 years forming long-lasting relationships there until her retirement. Margaret enjoyed music and loved to dance, was a passionate fan of the Boston Red Sox and loved NASCAR.

Margaret is survived by her former husband and lifelong friend, Ronald E. Baxter, her son Robert M. Baxter and wife Barbara, daughter Deborah E. (Baxter) Landon and her husband William P. Landon III, son Ronald E. Baxter and his wife Michelle, son Brian T. Baxter and his wife Kelly, and son Shawn C. Baxter. Margaret is also survived by her eight grandchildren, Lauren, Megan, McKenna, Kaitlyn, Bryce, Ryan, Brevin, and Evan. Margaret never missed an opportunity to spend time with her family, especially her grandchildren. "Naneez 8" remain the apples of her eye always and forever. In addition to her parents, Margaret was also preceded in death by her sister Mary Josephine Cotter.

The Baxter and Landon families express their sincerest gratitude to the medical professional teams of both Westminster-Canterbury Hospice, and Sentara Virginia Beach General Hospital Critical Care Unit (CCU). Also, a special thank you to our mother's private caregiver and friend, Clydie Wimbush with Concierge Caregivers.

The family will hold a memorial service for Margaret at 11:00 AM on Saturday February 14, 2026, at Larchmont United Methodist Church, 1101 Jamestown Crescent Norfolk, VA 23508.

In lieu of flowers, contributions in Margaret's memory may be made to the Gordon Paul Roesch Endowment Fund for Childhood Cancer, The Children's Hospital of The King's Daughters, PO Box 2156 Norfolk, VA 23501, or Westminster-Canterbury on Chesapeake Bay Foundation.
