Michael L. Foutz, 66, of Horseshoe Bay, passed away on Saturday, July 13, 2024. Mike was born February 11, 1958, in Arlington, TX to Mr. Robert Eugene Foutz and Imagene Foutz. He was a graduate of Odessa Permian High School, Class of 1976. He attended Odessa College. He married the love of his life, Janice Legg Foutz on January 11, 1983, in Las Vegas, NV.

Mike was involved in numerous sports committees including announcing Odessa College basketball games for many years as well as high school football games. He was passionate about coordinating the Special Olympics track meets for decades and spent numerous hours volunteering at these events. He retired from the Ector County Appraisal District in 2019, after 28 years of service. If you knew Mike, you would know he was the most entertaining and charismatic person to anyone who crossed paths with him. He was extremely witty and humorous and shared laughter with everyone; especially his lifelong friends. He was always the “life-of-the-party” and a captivating storyteller. Above all, Mike’s biggest passion was spending time with the love of his life, Janice.
