Octavio Vega Chavez
May 5, 1939 – January 30, 2026
Octavio "Toby" Chavez, a devoted husband, father, grandfather, veteran, and lifelong community advocate, passed away on January 30, 2026, at the age of 86, surrounded by his loved ones. While he dedicated much of his life to serving his community, nothing was more important to him than his family. They were his greatest pride, his deepest joy, and the true center of his world.
A proud resident of South Whittier for more than 50 years, where his dedication to service, education, and veterans left a lasting impact. He was employed by the United States Postal Service for 45 years, spending his final 30 years as a manager. His commitment to public service extended far beyond his professional career. He proudly served his community as a School Board Trustee for the South Whittier School District for two terms, including service as Vice President and President, and later as a trustee for the Whittier Union High School District. He also served three one-year terms on the Civil Grand Jury.
An Air Force veteran, Toby was a former member of the American GI Forum (El Camino Real Chapter) and a passionate advocate for veterans, working tirelessly to help fellow veterans obtain their earned GI benefits and to support homeless veterans. He was also a member of the Belvedere Vets and served as an advisory member for Rio Hondo College and the South Whittier School District. His leadership continued through his service as Vice President and President of the Whittier County Community Coordinating Council, a nonprofit organization serving citizens in the unincorporated areas of Los Angeles County. He served as Bingo Chairman for the South Whittier Community Education Foundation, helping organize resources to improve educational programs and facilities. He worked closely with Rio Hondo College officials to help develop college-level science and engineering curriculum for South Whittier campus students.
A lifelong sports enthusiast, he worked part-time as an usher at the LA Coliseum, Rose Bowl, Staples Center, USC, and UCLA for football and basketball games. Toby spent countless seasons on the soccer field, volunteering with AYSO and later coaching at Pioneer High School. From the youngest players to high school athletes, he enjoyed being part of the game and supporting local youth sports in the community he loved.
A proud USC Trojan fan, veteran advocate, education champion and respected community leader, he brought passion and purpose to everything he did. His legacy of service, advocacy, and love for family and community will continue to inspire all who were fortunate to know him.
He is survived by his loving and devoted wife of 64 years, Estella; his children and their spouses, James (Gina), Christine (Mark), and Debbie (Mario); his ten grandchildren, Tyler, Dylan, Sarah, Sean (Jessica), Thomas (Liz), Robby, Ryan, Sophia, Kaylee, and Derek; his siblings, Abe, Mary (Roger), Carlos (Leticia), and Lupe; as well as many nieces, nephews, and extended Mendoza family members.
He was preceded in death by his parents, Raul and Carolina Chavez; his parents-in-law, Jose and Clara Mendoza; his sisters-in-law, Marcella Chavez, Tila Solis, and Mary Montanez; and his brother-in-law, Joe Mendoza.
Though his résumé of service was long, his proudest titles were husband, Dad, and Grandpa. He cherished family gatherings, celebrated every milestone, and showed up consistently and wholeheartedly for the people he loved. His steady presence, quiet strength, and unwavering support shaped generations.
Services
There will be a visitation on February 23rd from 9:30-10:30 am at St. Peter and St. Paul Catholic Church. A mass will follow from 10:30 to 11:30 am. After the mass, a service with Military Honors will be held at the Riverside National Cemetery from 1:15-1:45 pm.
