Perry was born on February 1, 1961 and passed away on Saturday, December 3, 2016. Perry was a resident of Dover, Delaware at the time of passing. Immediately after his graduation from high school. Perry enlisted in the United States Air Force and served honorably for 26 years as an Air Transportation Craftsman. He was a highly skilled joint inspector, hazardous materials inspector, and airdrop rigger.
