DELMAR - Philomena (Hand) Biagiotti, 95, died peacefully after a brief illness on Friday, July 18, 2025, at St. Peter's Hospital, with her family at her side. Philomena was born in Liverpool, England, on August 21, 1929, and immigrated to the United States as an infant with her family. She was a devoted mother, sister, grandmother, aunt, and friend, who loved her family, her Irish heritage, and her Catholic faith. Growing up in Albany, N.Y., she attended St. Teresa of Avila grammar school and Vincentian Institute, graduating in 1947. She enjoyed working various part-time jobs while her children were young, and then worked for the NYS Legislature, retiring in 2010, at 81 years of age, after 38 years of service. She received a special recognition for her dedicated service to the NYS Assembly. She had many interests in her full life, including traveling to 15 countries around the world, practicing yoga, playing bridge, and reading novels.
She was the daughter of the late Thomas J. Sr. and Mary Burke Hand; and was predeceased by her brothers, John P. Hand, and Thomas J. (Joe) Hand Jr.; and her sister, Christina Senna. She is survived by her sons, Peter L. Biagiotti, and Matthew J. Biagiotti (Liz); her grandchildren, Katherine M. Mink (David) and Matthew J. Biagiotti, Jr. (Illsa); and many nieces and nephews.
A Mass of Christian Burial will be celebrated Thursday, 10:00 a.m., at St. Pius X Church, 23 Crumitie Rd., Loudonville. Friends may call the church from 9:00 a.m. to 10:00 a.m.
