Phyllis Ann Ballard

PHYLLIS ANN (STARKEY) BALLARD, 92, of Loudendale, WV went to be with the Lord Friday, December 5, 2025 at Charleston Healthcare Center following a long illness.
She was born September 30, 1933 to the late, Harvey Otis and Edith Leota (Huffman) Starkey of Charleston, WV. Also preceding her in death are her loving husband of over 60 years, Joe L. Ballard whom she married December 5, 1953; brothers, Charles, Edward, Bobby and Danny. Ann graduated from South Charleston High School in 1951. She was a faithful member of Loudendale Freewill Baptist Church where she played the organ and taught Sunday School for many years. Ann was known as a good cook and loved to spoil her family and friends with her pies. Those left to cherish her memory include her loving children, Cheryl Taylor (Tom) of Hopewell, VA and Stephen Ballard (Ann) of Loudendale; sister, Sue Wagner (Roy) of Charleston, WV; 6 grandchildren, David, Jonathan, Sarah, Donna, Bo and Kathy; 11 great grandchildren, Caleb, Blake, Madeline, Joshua, Owen, Winter, Layla, Andrew, Morgan, Elliana and Autumn; one great great granddaughter, Charllote. Funeral services will be held at 12 p.m., Tuesday, December 9, 2025 at Good Shepherd Mortuary, South Charleston with Rev. Tom Taylor officiating. Ann will be laid to rest in Graceland Memorial Park, South Charleston, following the services. Family and friends will gather for a time of visitation one hour prior to the service at the mortuary.
