In Loving Memory of Rachel Hope Munoz
A gracious and faith-filled life completed its earthly journey on October 21, 2025, when Rachel Hope Munoz entered eternal life. A woman of deep faith, dignity, and devotion, she lived her life guided by her love of God, her family, and her country. She gave of herself generously and without hesitation-performing every duty with care, diligence; above all with Charity (Love).
Born in Fresno, California, Rachel rose from humble beginnings in the Central Valley to a distinguished career in public service. After earning her Associate of Arts degree, she began her professional journey with the Tulare County Department of Social Services, later serving with the California Department of Forestry; finally retiring from the Tulare County Counsel's Office.
Over the span of more than forty years, Rachel advanced through the ranks from Office Secretary to Office Manager, and ultimately became the first Paralegal in Tulare County history. Her excellence and commitment to public service were recognized in 1988 when she received the Law Day USA Liberty Bell Award. She was also a proud graduate of the Leadership Visalia Class of 1992, reflecting her enduring commitment to professional and civic leadership.
Throughout her life, Rachel kept an active presence in both civic and community organizations. She was a longtime member of the Tulare County League of Mexican-American Women, the Tulare County Retirees Association, and the Mexican-American Golf Association (MAGA), where she formed lasting friendships and contributed to local community initiatives. Rachel was also an active member of the Catholic Daughters of the Americas, in the 1970's, where she served faithfully in various parish activities and charitable works.
Outside her career and civic service, Rachel's many interests reflected her zest for life and her generous spirit. She enjoyed cooking, baking, traveling, gardening, hosting and entertaining, nature, camping, golfing; fashion and sewing. She also pursued several direct sales ventures, most notably with Mary Kay Cosmetics, where she proved leadership and poise as she advanced in sales achievement.
A devout Catholic, Rachel faithfully taught Catechism to first graders for more than a decade, earning the Bishop's Award for her service. Her dedication to the formation of young hearts and minds reflected her calling to live and share her Faith. Providentially, she entered eternal life on the Feast of St. Ursula, whose devotion to education and virtue mirrored Rachel's own quiet apostolate.
Rachel is survived by her beloved Husband Joe, her two Daughters Johanna Magana (Fabian) of Reedley; Diana Munoz of Fresno; her Son Steven G. Munoz (Martha Galina-Munoz) of Gilbert, AZ, Grandsons Joseph R. Ramon (Bella) and Cristian M. Castanon both of Fresno, Christopher Galina (Megan) of San Francisco and Samantha Galina of Honolulu, two Great-Grandsons Joseph F. Silas and Stanley E. Ezekiel Ramon of Fresno; many beloved In-laws, Nieces, Nephews and Cousins, from all over the U.S. and abroad.
She was preceded in death by her Father Prudencio Corcoles and her Mother Tomasa G. Corcoles.
She leaves behind a cherished rose garden that she tended with the same care and devotion she showed throughout her life. She always had a rose bouquet in her home when she did not give one away.
Her family and friends will remember her unwavering Faith, her wisdom, and the Grace with which she lived each day. Her legacy of love and service will remain an enduring testament to a life well and faithfully lived.
Visitation will be held Thursday, November 13, 2025 from 5:00pm until 7:00pm at Hadley-Marcom Funeral Chapel, 1700 W. Caldwell Ave., Visalia, CA 93277 Rosary will be prayed Thursday, November 13, 2025 at 6:00pm at Hadley-Marcom Funeral Chapel of Visalia, California 93277. The Mass of Christian Burial will be Celebrated Friday, November 14, 2025, at 9:30am, at St. Mary's Catholic Church, 608 N. Church St., Visalia, California 93291 Burial: Friday, November 14, 2025, at 11:00am at Visalia District Cemetery, 1300 W. Goshen Ave., Visalia, California 93291. Rachael always eluded Love. We have lost her ray of sunshine and ever present Grace. From meeting her in the neighborhood in 1980 until now, Doug and I have always cherished her friendship and have come to love Rachael, Joe and their beautiful Family. Even though we now live across the country our ties never ended - because of what a special person Rachael was. We will always consider it a honor to know her and be her friend forever. May perpetual light shine upon you and may you rest in peace!

We recently received a phone message from Johanna that we were unable to acknowledge because the voicemail box was full. However, we assumed it was sad news regarding her mother, Rachel. Rachel brought so much joy and positivity into the lives of everyone she met, and her cheerful, upbeat spirit will be sorely missed by all who knew her. May the memories you shared bring you comfort in this time of loss. Our most sincere condolences.

Rachel was one of the first persons I met when I (Harold) went to work at Tulare County Counsel in 1985. As the lead paralegal in the office, I worked with her frequently on all kinds of projects, both for the School Team I was in and with other teams. She was always very willing to help with finding things and going the extra mile. We worked together on computer projects for the office too, in the early days. Soon, my wife (Janet) and Rachel became very good friends, eventually having lunch together every week. For both of us, Rachel was much more than a co-worker; she was a valuable and treasured friend. We will always have a fond spot in our hearts for her.

Rachel was a dear friend to my mother, Ilona Luther. I had the opportunity to meet her at my mother´s home in Visalia when I lived in California. We enjoyed her company with her daughter Johanna, went to lunch together and enjoyed a few lovely visits while my mom was still alive. Rachel was a delightful woman, and dear friend.
