UTICA – Mr. Jeffrey A. "Jeff" Foley, Ret. UPD, age 61, passed away in the comfort and dignity of his family homestead on Sunday, December 7, 2025.

Born in Utica on May 25, 1964, Jeffrey was the son of the late Alfred L. and Ruth A. (Lerch) Foley. A proud graduate of T.R. Proctor High School's Class of 1983, he went on to attend Mohawk Valley Community College, laying the foundation for a life of service, dedication, and unwavering loyalty to his community.

Jeff began his career as an EMT with Kunkel Ambulance and the Frankfort Volunteer Fire Department, always ready to lend a hand and save lives whenever duty called. He later served as a correctional officer at Oneida County Jail before answering the call to join the Utica Police Department. A consummate professional, Jeff patrolled the city with courage, later becoming a technical and communications expert, admired for his versatility and commitment. After 20 years of service, he retired, leaving a legacy of integrity and devotion to public safety.

A man with a heart guided by generosity and faith, Jeff had an uncanny ability to bring joy wherever he went. He was known for his quick wit, entertaining antics, and love of making others laugh, all while keeping life free of unnecessary drama. Jeff enjoyed camping and was a certified scuba diver, but he was especially passionate about Star Trek, delighting in its movies and themed games. He was an avid lover of German Shepherds, especially his Gem, and possessed a natural knack for computers, often helping others with tech issues. A dedicated lawn manicurist, Jeff took pride in keeping his property immaculate, a reflection of his meticulous and caring nature.

Jeff is survived by his siblings and their loves, Joyce M. Williams, Gail and Rick Hamilton, John Foley and his spouse Mary Deutschman, and Joseph M. Foley. He fondly remembered his brother, Francis E. Foley, as well as his sister and brother-in-law, Bonnie and Charles G. Richards, all of whom preceded him. His memory will be cherished by his nine nieces and nephews; 18 great-nieces and nephews; and his sister-in-law, Connie Delia Epolito. Jeff considered and loved his late canine companions as his children, especially his current German Shepherd, Gem, whom he adored. He is further survived by his two neighbors, Sue Daniels, and John Trapasso.

The family extends its heartfelt gratitude to the Utica Police Department and the Utica Fire Department for their assistance and support at the time of Jeff's passing.

Visitation will be held on Friday, December 19, 2025, from 4:00-6:00 p.m. at the Eannace Funeral Home, Inc., 932 South St., corner of Hammond Ave. Those unable to attend may be present virtually at https://us02web.zoom.us/j/88556289402. Jeffrey's funeral service and Celebration of Life will commence at 6:00 p.m. at the funeral home.
