Richard Alvin Cuffee, Sr., peacefully departed this life on November 26, 2025, at the Hospice Center in Austell, Georgia. Born in Portsmouth, Virginia, he was the beloved son of the late Isaac Cuffee and Geneva Pope.
Richard was educated in the Portsmouth Public School System and went on to build a dedicated career serving his community through his work with the City of Portsmouth. He was baptized and worshiped at New St. Thomas Baptist Church in Portsmouth, VA. In his later years, after relocating to Georgia, he found spiritual fellowship at World Changes Church International and while in California he attended River of Life Christian Fellowship in Oakland, CA.
A proud and lifelong member of York Rite Lodge No. 154, Richard devoted over 50 years to the brotherhood, ultimately rising to the distinguished rank of Worshipful Master. His commitment to service, leadership, and community was evident in all he did.
Richard met and married Garnette Winn, and from their union came four children who were the pride of his life: Garnetta, Rejetta, Richard Jr., and Angelic.
He was known for his warm spirit and his love of people. Many in Portsmouth fondly remember seeing him enjoying a simple pleasure-a cup of coffee at McDonald's on London Boulevard-where he shared conversations, laughter, and fellowship with friends old and new.
Richard made Portsmouth his home for most of his life. As his health declined, he relocated to Powder Springs, Georgia, where he lived with his daughter Rejetta and her family. While there, he received exceptional care from his son-in-law, Daniel Blount Sr. The special love, dedication, and daily support Daniel provided gave Richard a longer and higher quality of life, bringing comfort, dignity, and joy to his final years. He also treasured his time surrounded by his grandchildren and great-grandchildren.
Richard spent parts of the year in Castro Valley, California, with his eldest daughter, Garnetta, where he enjoyed traveling throughout the state, watching sports, and taking in new sights. A devoted Washington Commanders fan, he supported his team with unwavering enthusiasm.
Richard leaves to cherish his memory his children: Garnetta King of Castor Valley, CA; Rejetta (Daniel) Blount of Powder Springs, GA; Richard Jr. (Vernella) Cuffee of Virginia Beach, VA; and Angelic Rogers of Portsmouth, VA. He is also survived by his former wife, Garnette Winn Cuffee of Portsmouth, VA; eight grandchildren; three great-grandchildren; and a special friend, Samuel Peyton of Portsmouth, VA. He also leaves behind a host of cousins, extended family, and friends who will forever remember his kindness, humor, and unwavering love.
Richard's life was one of quiet strength, deep faith, and sincere generosity. His legacy lives on in all who had the blessing of knowing him.
May he rest in eternal peace.
