RICHARD HARRY HEFTER JR., age 54 passed away Thursday, October 21, 2004 in Prince William County, Virginia from injuries sustained in an automobile accident. He was a long time resident of the Washington DC area and had resided in Gainesville, Virginia for the last 24 years. Mr. Hefter was born in Philadelphia, Pennsylvania and graduated from Delaware Valley College with a BA in Biology. He graduated from Washington University with a Master of Technology and Public Policy. Mr. Hefter joined the Environmental Protection Agency in 1978. He held various positions with EPA during his 26 year career and received multiple performance awards and honors before retiring in July 2004. During his career he was Chief of the High Production Volume Chemicals Branch and part of the Senior Staff. He was also involved in the international science community. He was active in civic affairs in Prince William County and was currently serving on the Planning Commission as Member at Large. He was Gainesville Planning Commissioner from 1987 to 1989 and again from 1993 to 1996. He was a supporter for managed growth and a strong comprehensive plan. He was active in preservation issues and was at the forefront during the attempted Mall at Manassas Battlefield and Disney's America Theme Park. He was a founding member of the Northwest Prince William Civic Association and was active in the American Chemical Society. He was also very involved in Gainesville District Little League and the Gainesville Ruritans. Preceded in death by his father, Richard H. Hefter Sr, survivors include his wife, Philomena Stanley Hefter; his son, Richard Thomas Hefter; his daughter, Sarah Hefter both attending Virginia Tech and his mother, Naomi (Jerry) Hefter of Philadelphia, PA. The family will receive friends from 7:00-9:00 P.M. Sunday, October 24, 2004 at Price Funeral Home, 9609 Center Street, Manassas where funeral services will be held 11:00 A.M. Monday, October 25, 2004 with Rev. Dr. Ralph G. Satter officiating. Inurnment at a later date. In lieu of flowers, expressions of sympathy may take the form of contributions to The Richard H. Hefter Memorial Fund, c/o The Fauquier Bank, 10 Court House Square, Warrenton, Virginia 20186. Condolences may be sent to www.pricefh.com.

Richard was the best 'Boss' I have ever had. I think of him as above such a title when I remember working for the USEPA not that long ago. Whenever I spoke with him I always learned something. Why was he the best Boss? He allowed me to work independently and would guide me in the right direction whenever needed. With my genetic heritage coming 50% from PA, Richard was the perfect Boss for my personality and I will never forget him. I respect him and am grateful I was able to work for him. Richard drove me to do my best. It is so appropriate that I loved my job working for him, left DC for a corporate job which was outsourced to India and returned to the DC area again. Sometimes memories of goodness draw you back to where you can do the most good for mankind. I never will forget the taste of the fresh apples he picked from his property in VA and shared for all at work. It is now Dec. 30, 2016 and I send a Happy New Year 2017 and many blessings to the Family.
