Richard Koppes Obituary

Richard Koppes, beloved husband, father, grandfather, brother, uncle, cousin, and dear friend to many, passed away on September 9, 2025. He was 79 years old.

Born on August 20, 1946, in Norfolk, Virginia to his loving parents, William and Mary Ann Koppes, Rich grew up in Lakewood, California and for the past 53 years has made Sacramento his home.

He is survived by the love of his life, Connie, his children Jeffrey (Letitia), Kevin (Amanda), Lisa Levasseur (David), Megan DeMartini (Christopher), and Michael (Elizabeth) and his grandchildren Sophia, Emily, Jackson, Ben, Abby, Matthew, Maddie, Olivia, and Libby. He also leaves behind his siblings Peggy, Don, Tom, and Paul as well as many in-laws, nieces and nephews.

Rich lived a full and active life alongside his beloved wife, Connie. Rich made faith the center of his life through his service as a deacon at St. Anthony Parish for 40 years. Together they were involved in countless ministries that served the greater Sacramento area including Family Promise, the Sacramento Life Center, St Vincent de Paul, the Exodus Project, Christ the King Retreat Center, South Sacramento Interfaith Partnership, and many more. Rich had a deeply generous heart. Much of his ministry was focused on building and nurturing relationships with others through listening and one on one support. His hobby was helping people.

In addition to his life of service, Rich was also an incredibly influential attorney. He was widely regarded as a pioneer of corporate governance. He was the former Deputy Executive Officer and General Counsel of the California Public Employees' Retirement System (CalPERS). He worked for the state of California for 25 years. Upon retiring from the state, he was of counsel at Jones Day law firm. He was the founder, past President, and former Administrative Officer of the National Association of Public Pension Attorneys (NAPPA). He served on the board of the National Association of Corporate Directors (NACD), was an Advisory Board Member of the Rock Center for Corporate Governance at Stanford University, as well as a professor, and a member of the PJT Camberview Advisory Council. The National Law Journal named him as one of the country's 100 most influential lawyers. He received this honor as well as many other lifetime achievement awards throughout his career.

Rich met Connie when she and some friends snuck into a dance at Loyola Marymount University. He was 18 and she was 17. They married five years later in 1969. Through 56 years of marriage they partnered together, traveled the world together, ministered and practiced their faith together, all while raising a loving family. He often referred to Connie as the rock of the family.

Rich loved to spend time with his family and friends and to travel. Lake Tahoe, Murphys, CA and Ashland, OR were some of Rich's favorite retreats. He loved Hawaii and traveled the world with Connie and loving family and friends. Rich was incredibly proud of his nine grandchildren who were the light of his life. Their frequent trips to Baskin Robbins and card game playing will be memories forever cherished. Above all, Rich was a devoted and loving husband, father, grandfather, and friend. He will be deeply missed, forever loved, and never forgotten.

A funeral mass will be held on Friday, October 3, 2025, at 9:30 a.m. at St. Anthony Parish, 660 Florin Rd Sacramento, CA 95831. In lieu of flowers, donations may be made to Family Promise of Sacramento, the Sacramento Life Center, or Christian Brothers High School.

Rich was a great guy with an acerbic wit who had an immeasurable influence on my career. We met in 1993 when we were randomly seated next to each other at a lunch talk on shareholder engagement. That lunch became one of the most influential of my career. He inspired me with the possibility that a very small investor could have a large influence on public company boards and director behavior. Long before there were any majority vote requirements, my first successful withhold campaign at MDT Corp. was the direct result of Rich´s encouragement and CalPERS´ eventual public support.

Rich was also responsible for my introduction to the CII community in 1999, following a notable no-action victory in my Quality Systems campaign that enabled a word-limited mandatory board independence bylaw amendment proposal on QSI´s ballot. Rich secured me a speaking slot and promoted my proposal to other CII members, saying that until the exchanges adopted minimum corporate governance listing standards, my proposal was the means of imposing far greater independence in corporate boardrooms. He exhorted CII members to follow my example.

I was so very proud and honored to have earned Rich´s support and later his personal investment in my activist fund, which he remained in until its recent 32-year maturity.

May Rich´s memory be a blessing for Connie, his children and extended family and many friends.

Our shared experiences with Richard and Connie began over 50 years ago when we befriended this young couple, Richard and Connie, who had the apartment upstairs. We were definitely the odd quadrouple: A lawyer and a teacher, a physician, and a registered nurse (sounds like the beginning of a joke). Throw in a variety of religious affiliations to boot, and there you have us. Nonetheless, we found commonality in our humanity and our concerns about the world in which our kids would grow up. Our friendship was punctuated by travels together, continued communications, shared family events, and a loving relationship that transcended our differences. Richard was more like a brother, and his untimely demise hit both of us hard. We remember him with love and respect. We also extend our deepest sympathy and empathy to Connie, Jeff, Lisa, Kevin, Megan and Michael and their families. We miss you, Richard.

Had the opportunity to work closely with Richard from 1987-1994 with the California Public Employees Retirement System and then for a brief time working together with American Partners Capital Group. I can honestly attest to the fact that he was a superb general counsel and a near and dear friend. To Connie and the Koppes family, Lynn and I are heartbroken. So many wonderful memories of our times together.

Your dad was my first supervisor in my first job as a lawyer from 1976 to 1978. He was a friend and mentor to me as I began my legal career and for decades after that. I can't believe he is gone. I'm so sorry to learn of Rich's passing. My heart goes out to his family. Rich and I used to "jog" ( a generous description) around a park close to CalPERS when we both worked in the building. I started the first website (that I know of) dedicated to corporate governance, to convince him to start a unit that would negotiate to improve companies in the CalPERS portfolio. They hired Glenn Miles, a great guy already working at CalPERS, for that role, but my website and friendship with Rich continue to influence me and many others to this day.
