Richard Norman Powell, a dedicated police officer and beloved family man, was born on November 21, 1961, in Anchorage, Alaska. He was a long-time resident of Waxahachie, Texas. He passed away February 27, 2026, leaving behind a legacy of service, love, and cherished memories.
Richard pursued his education at L.D. Bell High School, after high school he graduated from the police academy in 1984. Equipping him with the foundational knowledge and skills that he would later apply in his remarkable career in law enforcement. His commitment to protecting and serving his community was evident throughout his service as a police officer, where he touched countless lives and earned the respect of colleagues and citizens alike.
In addition to his distinguished career, Richard was known for his passion for fishing and traveling. These hobbies brought him joy and allowed him to create lasting memories with his loved ones. He embraced every moment spent outdoors, whether it was casting a line into serene waters or exploring new places with family and friends.
Richard is survived by his devoted wife, Donna Powell. He was a proud father to Ann Powell, Justin Powell, Jennifer Harvey, Emily Powell, Hollie Mueller, and Ryan Rhoden. His legacy continues through his 16 grandchildren, who will always remember their grandfather as a guiding light filled with wisdom and kindness.
As his family mourns the loss of a remarkable individual, they also celebrate the rich life Richard led and the love he shared. His presence will be deeply missed, yet his spirit will forever live on in the hearts of all who knew him.
